EXHIBIT D
Rule 6.3.4
Reclamation Plan
Overburden will be stockpiled on site and replaced at the termination of the operation.
Overburden will be distributed evenly across all areas where it was removed at an average depth
of approximately 4 inches.
(b) Reclaimed slope gradient:
The extraction site currently exists as a roughly 1:1 slope. Because of the exposed nature of the
rock, Applicant does not intend to dig any extraction pits. During reclamation,Applicant will
grade the site to conform with the natural gradient and contours of the slope as required by 2
CCR 4074 Rule 3.1.5(1). Applicant will mine and grade the site so as to leave the graded area at
no more than a 3:1 slope, which will be possible after the material is removed.
Applicant consulted with Edwin Friend, P.E., P.G.,regarding Applicant's reclamation plan. Mr.
Friend's recommendations can be found in the Van Valkenburg Quarry Storm Water
Management Plan, attached as Exhibit D-2. Pursuant to Mr. Friend's recommendations, site
grading will be developed so that concentrated drainage that could result in score does not occur.
(c) Reve eg tation Measures to Reclaim the Site
Applicant consulted with Mr. Friend and Debbi Heeney of Natural Resources Conservation
Service (Walden, Colorado office) ("NRCS")regarding Applicant's revegetation plan. As shown
in Exhibit D-2, Mr. Friend recommended best management practices of reseeding any disturbed
areas. Any topsoil previously removed will be replaced as plant growth medium.Applicant
expects 12 inches of topsoil will be removed, as practicable. All topsoil will be evenly
distributed over the areas from which it was removed, with an estimated depth of 4 inches.
Ms. Heeney has recommended that the following live seed mixture be disbursed at a broadcast
rate twice that required for seed drilling for dryland, upland areas south of Coalmont, Colorado:
9pecies
Acre SF
Western wheatgrass(Pascopyrum smithii) 3.00 8
Sandberg bluegrass(Poa secunda ssp.
