Gravel on the access road <br /> appears appropriate for the limited use this road is utilized for.All gates were open and no livestock grazing was <br /> occurring in the upper pastures. LU-4 access road is functioning well too. <br /> Access road A was in good condition and functioning as designed. Rills or gullies on the road were not present. <br /> Dry conditions on the off permit roads allowed for access to the southern pit area(Access road LU-5), as well as <br /> pond 17,Pond 15 and Pond 9, and Access road LU-6. Access road J and K were in good condition as well. There <br /> was one gully forming on LU-5 just to the south of Stock tank T-27 and the Aspen Shrub plot. This dip could be <br /> easily repaired with hand shovel and some rock. Further enlargement of this dip could result in bisection of the <br /> permanent road. SP,LLC needs to conduct maintenance on this area of the road. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> Vegetation throughout the reclaimed site looks good and healthy. The alfalfa is in bloom and attracting <br /> bees. Most of the other forb species have dried up already. SP,LLC is planning to conduct vegetation sampling <br /> this summer for Phase II and Phase III bond releases. The Division has some concerns that the forb component <br /> may not be properly sampled due to the dry conditions. The operator anticipates that vegetation sampling will <br /> occur in August. Jerry did not have definite dates that the sampling would occur at the time of the inspection. <br /> In anticipation of vegetation sampling this summer,no livestock has been placed on the reclaimed areas. <br /> Some patches of noxious weeds were noted around the reclaimed site. These patches tend to be fairly isolated and <br /> infrequent. The inspector spoke with the weed spraying contractor,Dennis Bougay, on the way to the Seneca 11 <br /> West site. Mr. Bougay said that he would be spraying SIIW this week for Canada,Bull and Musk thistle, <br /> Houndstongue,Mullein and toadflax. The noxious species primarily noted at SI1W were Canada thistle with <br /> occasional White top. The White top has gone to seed and is drying out making it too late to spray this season. <br /> Patches of note of noxious weed occur at the west end of Pit 1 at the southern extent of reclaimed haul road K. <br /> Also the outslope of pond16 is showing invasion of thistle. <br /> Seeding with the approved permanent seed mix on the treated weed patches needs to be a part of the weed control <br /> efforts to retard further invasion of new noxious weeds. <br /> Shrub plots throughout the site look good. Shrub plots that are within areas that will be eligible for final bond <br /> release have been opened in order to manage the fenced areas the same as the rest of the reclaimed areas, These <br /> open gates allow for grazing by wildlife. <br /> REVEGETATION ❑Rule 4.15 <br /> Vegetative Cover; Timing: <br /> The fencing at the living snow fence area west of PM-4 drainages had yet to be repaired.
