The documents demonstrate that there is essentially no impact to wildlife <br /> or vegetation outside the permit boundary and that impacts inside the permit boundary are <br /> minimized. <br /> 3 Nearby Quarries <br /> Objector Comment: There are currently three quarries operating within a five-mile stretch along <br /> Highway 115, the nearest less than three miles from the proposed Hitch Rack Ranch Quarry site. <br /> The quarry operators report they are currently operating at roughly half their capacity due to <br /> "insufficient demand." This calls into question the need for yet another quarry on the back of <br /> the already burdened local residents. <br /> Response: CDRMS does not have jurisdiction over the demand for aggregate in El Paso County <br /> nor the amount of aggregate supplied by other nearby operations. Transit Mix has prepared an <br /> economic evaluation of aggregate demand in the Colorado Springs area, and this evaluation <br /> demonstrates that the existing quarries will not have sufficient capacity to meet the demand in <br /> the near future. The results of the study were presented at the public meetings, and the report <br /> will be included in the El Paso County Special Use Permit application. <br /> Master Plan <br /> Objector Comment: The application for permit is in clear violation of the current Southwestern <br /> (Highway 115) Comprehensive Plan. This is a plan commissioned and adopted by the El Paso <br /> County Board of County Commissioners for the Highway 115 area. Specific violations of the plan <br /> include the expansion of existing operations is preferred over new quarries; resource extraction <br /> should not impact existing water supplies; access from Hwy 115 to the quarry should not affect <br /> the quality of the existing access to area residents; extraction should be located a minimum of <br /> two miles from any dissenting residents; wildlife and wildlife routes should be protected; <br /> development should not be allowed in riparian areas; and specific area of Aiken Canyon should <br /> continue to be preserved. <br /> Response: CDRMS does not have jurisdiction over the Southwestern (Highway 115) <br /> Comprehensive Plan.
