�r- <br /> �: Transit Mix Concrete Co. <br /> Security <br /> Objector Comment: There is also a security risk from trespassers in the Eagles Nest area, with <br /> the new quarry road bypassing one of the two existing locked gates and the increase of people <br /> accessing the area. <br /> Response: CDRMS does not have jurisdiction over potential security issues. The quarry entrance <br /> will have a gate near the intersection with Highway 115, and this gate will be locked whenever <br /> the quarry is closed. During operational hours, access to the quarry will be limited to approved <br /> personnel. All personnel are required to sign-in and sign-out, as required by the U.S. Mine Safety <br /> and Health Administration (MSHA). <br /> Other <br /> Objector Comment: Other concerns with the passing of the Transit Mix Quarry application <br /> include piece of mind and tourists. The application also overlooked Red Rock Valley Estates <br /> (RRVE) Water District community. <br /> Response: CDRMS does not have jurisdiction over piece of mind or impacts to tourists. These <br /> issues are being addressed through the El Paso County Special Use Permit process. The quarry <br /> has been designed to be minimally visible from Highway 115, and tourists travelling the highway <br /> likely will not notice there is quarry hidden behind the foothills. Traffic concerns that tourists <br /> may have are being addressed through an access permit application with CDOT and special use <br /> permitting with El Paso County. <br /> The permit application requires the applicant to identify all municipalities within two miles of the <br /> proposed operation, and there are none. RRVE is a neighborhood with an associated water <br /> district, but neither of these is considered a municipality. Transit Mix recognizes that the Red <br /> Rock Valley Estates Water District is located at least one mile from the quarry area, but as <br /> demonstrated by Bishop-Brogden Associates in their potential impacts to groundwater report <br /> included in Exhibit G of the July 14, 2016 submittal, there will be no impacts to the RRVE Water <br /> District water wells. <br /> Reference: Bishop-Brogden Associates, Inc., 2016.
