Exhibits D and G of the permit application have not <br /> adequately shown that all refuse will be disposed of in a manner that controls unsightliness. The <br /> fines pile will be stored within the quarry operations area and will be clearly visible from <br /> properties within Eagles Nest. <br /> Response: CDRMS does not have jurisdiction over visual impacts. These issues are being <br /> addressed through the El Paso County Special Use Permit process. The quarry has been designed <br /> to minimize the visual impacts to Highway 115 and all existing houses; however, some properties <br /> will have modest visual impacts. The mine design either delays development in this area or allows <br /> for these areas to be reclaimed as early as possible to limit the duration of the impact. <br /> Dust/Air Quality <br /> Objector Comment: The blasting and mining of granite and the operation of an onsite crushing <br /> operation will create tremendous amounts of dust. Air quality is compromised and diminished <br /> by the dust which may result in health issues including silicosis, bronchitis, and tuberculosis. <br /> Some of the nearby residents already have lung related issues such as asthma and COPD and are <br /> concerned about the diminished air quality. <br /> Response: CDRMS does not have jurisdiction over dust and air quality. These issues are being <br /> addressed through the El Paso County Special Use Permit process. Transit Mix will be required <br /> to obtain Air Pollutant Emission Notices (APENs)from the Colorado Department of Public Health <br /> and Environment prior to commencing operations. <br /> Aiken Canyon Preserve <br /> Objector Comment: The proposed quarry site is adjacent to and contiguous with the Aiken <br /> Canyon Preserve which is managed by the Nature Conservancy of Colorado; who also oppose the <br /> quarry permit. The Nature Conservancy holds a 99-year conservation lease with the State Land <br /> Board to manage Aiken Canyon Preserve for conservation values. Quarry operations may impact <br /> the ability to conserve and manage the resources identified on Aiken Canyon Preserve in <br /> accordance with the terms of the lease. There are concerns that Transit Mix's proposed <br /> restoration plans may not be sufficient to protect and reclaim the existing plant communities and <br /> conservation values on the property. <br /> Response: CDRMS does not have jurisdiction over potential impacts to the Aiken Canyon <br /> Preserve. Exhibits H and J discuss the overall impacts to site wildlife and vegetation, respectively, <br /> and the El Paso County Special Use Permit application will include additional details on impacts <br /> Hitch Rack Ranch Quarry Permit Application M-2016-010 <br /> Responses to Objection Letters <br /> July 28,2016 23 <br />
