et- <br /> x: Transit Mix Concrete Co. <br /> regarding noise, nothing is specifically mentioned in the application about how they intend to <br /> adequately control the noise from excavation, rock processing equipment, or haul trucks. <br /> Response: CDRMS does not have jurisdiction over noise issues. These issues are being addressed <br /> through the El Paso County Special Use Permit process. Noise studies, which will be included in <br /> the special use permit application, demonstrate that there will be minimal impacts to sound <br /> levels at the Hitch Rack Ranch property boundary and that the noise levels will be within <br /> regulatory limits. <br /> Quality of Life <br /> Objector Comment: Quarrying requires heavy equipment, blasting, drilling, earthmoving, all of <br /> which diminish the quality of life and well-being of the adjacent landowners and surrounding <br /> area. <br /> Response: CDRMS does not have jurisdiction over quality of life. These issues are being <br /> addressed through the El Paso County Special Use Permit process. The quarry has been designed <br /> to limit impacts to quality of life of the adjacent landowners, and studies regarding noise, dust, <br /> and visual impacts will be included in the special use permit application. <br /> Property Values <br /> Objector Comment: The proposed quarry operations area is located adjacent to the Eagles Nest <br /> subdivision with access to the quarry using the same narrow one lane road as the subdivision <br /> residents. Buyers of the Eagles Nest property include people who are willing to make "creature <br /> comfort" sacrifices in order to own property or live in a place where they can enjoy the scenic <br /> beauty of the canyon in an extremely quiet, peaceful environment,surrounded by wildlife. Once <br /> potential property owners realize they would have to drive through the middle of an operational <br /> quarry to reach their property, the appeal of isolation may quickly fade and property values will <br /> decline. Eagle nest property owners wishing to sell their property may be forced to sell at a <br /> greatly reduced price, or may not be able to sell their property at all. <br /> Response: CDRMS does not have jurisdiction over property values. These issues are being <br /> addressed through the El Paso County Special Use Permit process. <br /> Aesthetics <br /> Objector Comment: While Transit Mix proposes to shield views of the quarry from Highway 115, <br /> there will be views of the quarry from several properties in the area resulting in a negative <br /> Hitch Rack Ranch Quarry Permit Application M-2016-010 <br /> Responses to Objection Letters <br /> July 28, 2016 22 <br />
