F- <br /> Transit Mix Concrete Co. <br /> CDRMS Non-Jurisdictional Objector Comments <br /> Traffic <br /> Objector Comment: The proposed quarry will create increased truck traffic by approximately <br /> 624 trucks per day on Highway 115, in addition to the existing truck traffic from the three <br /> operating quarries. This will create traffic hazards detrimental to the safety of County residents <br /> as well as the bicyclists and motorcyclists. <br /> Response: CDRMS does not have jurisdiction over traffic issues. These issues are being <br /> addressed through an access permit application with Colorado Department of Transportation <br /> (CDOT) and special use permitting with El Paso County. <br /> Only Access Road <br /> Objector Comment: Residents have only one route of ingress and egress to their properties, <br /> Little Turkey Creek Road. Landowners within Eagles Nest and the former Bauer's Ranch may not <br /> be able to get to or from their properties creating a potential safety issue. <br /> Response: CDRMS does not have jurisdiction over access issues. These issues are being <br /> addressed through an access permit application with CDOT and special use permitting with El <br /> Paso County. As discussed previously in the Blasting section, Transit Mix only plans to close the <br /> road for 30 minutes to conduct blasting operations, and current information on the blasting <br /> schedule will be maintained. Longer road closures will only occur in the rare event of a misfire. <br /> If a misfire were to occur,the lead blaster at his discretion can choose to open the road and allow <br /> traffic to proceed until the cause of the misfire has been identified and then proceed with <br /> securing the access road again for the successful completion of the blast. The objection letters <br /> indicated that Little Turkey Creek Road has historically been impassable for up to 8 days at a time <br /> due to flooding, and any planned or unplanned closures related to blasting operations will be <br /> significantly shorter in duration than closures due to flooding. <br /> Noise <br /> Objector Comment: The process and heavy machinery required to mine creates significant noise <br /> which will have a direct impact on the surrounding areas and community. The topography of the <br /> canyon creates an acoustic phenomenon in which sound travels a great distance up and down <br /> the canyon.
