Mining at the Black Canyon Quarry ended in 2015, and Transit Mix is currently preparing <br /> reclamation plans for the site. Transit Mix has ongoing operations at multiple locations, and <br /> there is no statutory requirement to reclaim mined lands until the completion of mining. <br /> Regardless, Transit Mix routinely reclaims areas where mining is completed. This is prudent <br /> mining practice, because it reduces runoff and sediment volumes that must be addressed by the <br /> mine operator. <br /> Onsite Traffic Safety <br /> Objector Comment: The size and frequency of haul trucks passing through the intersection of <br /> the proposed new quarry road and Little Turkey Creek Road, and also entering Highway 115, may <br /> cause a significant safety issue as Eagles Nest landowners and guests pass through those areas. <br /> Safety along Little Turkey Creek Road may be compromised due to failure of impoundment <br /> ponds, stockpiles, or slopes. <br /> Response: Transit mix is creating a separate access road (see Figure C-1 of the July 21, 2016 <br /> submittal) that will be used by the haul trucks hauling material from the site. Additionally,Transit <br /> Mix will be installing acceleration and deceleration lanes on Highway 115 where the trucks will <br /> be entering and exiting the property. <br /> Local traffic utilizing Little Turkey Creek Road along Little Turkey Creek or Deadman Creek will <br /> only encounter quarry traffic at the proposed creek crossing areas. Local traffic will have the right <br /> of way through these areas (no stop sign) and quarry traffic will be stopped via stop signs in both <br /> directions. <br /> All sediment detention basins are engineered for a 100-yr-24-hr storm event and have <br /> engineered structures to increase the likelihood that no failure will occur. Down drain ditches <br /> discharge designed for the 100-yr, 24-hr storm event will drain water to sediment detention <br /> basins which are designed to contain runoff from the 100-yr, 24-hr storm event. Stockpiles and <br /> slopes have been engineered and designed for stability and with Factors of Safety at or above <br /> 1.5.
