Recurrence interval storm precipitation depths were calculated by the National <br /> Oceanic and Atmospheric Administration (NOAA), and the data for the Hitch Rack Ranch Quarry <br /> location were used for design purposes. <br /> Structures <br /> Objector Comment: The permit application does not identify structures such as Little Turkey <br /> Creek Road. <br /> Response: Figure C-2 of the July 21, 2016 submittal has been revised to show all structures within <br /> 200 feet of the permit boundary. These structures include Little Turkey Creek Road, culverts <br /> along Little Turkey Creek Road, ranch roads on the Hitch Rack Ranch, overhead electric <br /> distribution lines, buried data lines, Highway 115, fences along Highway 115, and the access road <br /> and gate into Fort Carson. Transit Mix is attempting to obtain structure agreements with all <br /> structure owners and owners of access easements along Little Turkey Creek Road. Transit Mix <br /> has prepared engineering analyses of these structures in the event that structure agreements <br /> cannot be obtained. The engineering analyses are included in Exhibit S of this submittal. <br /> Expert Recommendations <br /> Objector Comment: The permit application includes many recommendations by the operator's <br /> expert consultants, but the applicant does not indicate if these recommendations will be <br /> followed. <br /> Response: Transit Mix understands that the consultants' recommendations are necessary to <br /> confirm design assumptions, and the data collection will occur until the assumptions are <br /> confirmed by field data. Transit Mix has included language in the July 14, 2016 and July 21, 2016 <br /> permit submittals to include specifics on how Transit Mix intends to follow the <br /> recommendations. <br /> Transit Mix's Other Operations <br /> Objector Comment: Transit Mix has a history of not following through with their reclamation <br /> promises. <br /> Response: Transit Mix is committed to successful reclamation at all of their operations. The <br /> Queen's Canyon Quarry has been successfully reclaimed following permit requirements and <br /> recommendations from the Colorado Department of Parks and Wildlife. Transit Mix's sister <br /> company Castle Concrete Company received the 2003 "Industry/Community Achievement <br /> Hitch Rack Ranch Quarry Permit Application M-2016-010 <br /> Responses to Objection Letters <br /> July 28, 2016 17 <br />
