Transit Mix Concrete Co.
Riparian species will be planted at 350 stems/acre in the following areas using the provided
proportions:
• Little Turkey Creek Eastern crossing (LTC-CC-6): Wood's rose (Rosa woodsii) 65%, bluestem
willow 25%, narrowleaf cottonwood 10%
• Little Turkey Creek Western crossing (LTC-CC-1): narrowleaf cottonwood 40%, Ponderosa
pine 20%, Douglas fir 20%, bluestem willow 15%, coyote willow 5%
• Deadman Creek crossing(DC-CC-1): Douglas fir 50%, Ponderosa pine 30%,coyote willow 15%,
Wood's rose 5%
Gambel oak and other tree species will be planted using bare root seedlings. The Colorado State
Forest Service provides these species at their seedling nursery in Fort Collins, CO.
Regarding wildflowers, the National Resource Conservation Service (NRCS) provided a
recommended wildflower species, the Rocky Mountain Penstemon (Penstemon strictus), which
has been added to the permanent seed mix.
Reclamation Cost Estimate
Objector Comment: The reclamation cost estimate only includes disturbances through Phase III;
it should include reclamation costs for the entire quarry. The cost estimate includes costs to haul
material downhill for one-mile, but there will be an uphill portion to reclaim the quarry benches.
Response: The reclamation cost estimate (as determined in Exhibit L) is determined by the worst
case scenario over a set period of time, as defined by CDRMS rule 6.4.12: will cover major phases
or reclamation. It is typical for mining operations to perform reclamation calculations for the
worst case scenario over a five-year period of time, generally year 5 is the time at which the
greatest disturbance will occur. As the mine progresses further, the operator will recalculate and
determine the worst case scenario for at least the next five years and update the reclamation
cost estimate accordingly.
Climate
Objector Comment: The permit application includes precipitation data based on data collected
at the Colorado Springs Airport, and the design storm depths are not adequate for the site.
Response: The most extensive climate data are available from the Colorado Springs Airport, and
these data are presented in Exhibit K of the February 19, 2016 submittal. These data are included
to present long-term precipitation trends in the El Paso County area, and they were not used for
Hitch Rack Ranch Quarry Permit Application M-2016-010
Responses to Objection Letters
July 28, 2016 16
