TC must re-establish this berm and the Division <br />requests that another type of barrier or warning signs be placed in this area to protect the topsoil <br />stockpile from disturbance. Brian Watterson and I discussed placing several buffer zone and <br />warning signs between the topsoil stockpile and the coal stockpile. <br />o TC has reconstructed a small ditch at the base of the topsoil pile and additional topsoil <br />signs have been placed at the base of the pile. After some discussion with Brian <br />Watterson we agreed that a larger berm should be placed around the topsoil stockpile on <br />the BOB pile side and additional signage would be beneficial to deter dozer operators on <br />the BOB pile from encroaching on the topsoil stockpile. <br /> <br />Figure 5. Base of topsoil pile adjacent to BOB pile. <br /> Please place a topsoil identification sign on the new CRDA topsoil stockpile. <br />o This issue remains outstanding. <br /> <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> The original and expanded Coal Refuse Disposal Area was observed. Water was discharging at the toe of <br />the underdrain of the CRDA expansion area. The seepage noted adjacent to the toe of the underdrain was also <br />discharging water. The face of the first bench of the CRDA expansion pile was vegetated and stable. TC is <br />nearing the completion of constructing the second bench of refuse material on the CRDA expansion area. The <br />face of the second bench has not been covered with cover -fill material or topsoil. The Division measured the slope <br />of the face of the second bench in two locations and found the slope to be 33% which is consistent with the <br />approved designs. Waste was windrowed in the expansion area and TC was actively placing waste in the pile at <br />the time of the inspection. An excavator was staged at the original topsoil stockpile adjacent to the CRDA
