July 19, 2016 C-1982-056/Foidel Creek Mine JLE <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 11 of 20 <br /> <br /> There is a topsoil stockpile located at the bend in the access road to the Fish Creek Borehole that <br />has sparse vegetation established and should be re-seeded. Also the topsoil identification marker <br />is in need of repair. <br />o I missed checking this issue during the inspection. However, TC had a contractor on site <br />conducting maintenance and replacing signs and markers throughout the site. The <br />Division will evaluate this issue during the next inspection. <br /> TC must install topsoil identification markers on the topsoil piles along the access road and drill <br />pad for the 13LT Outby Utility Borehole. <br />o This item was addressed. <br /> The topsoil stockpile located adjacent to the rock dust tank located off County Road 27 north of <br />the main facilities area should be moved. Given where the pile is located, it appears rock dust has <br />a tendency to blow onto the pile. In accordance with Rule 4.06.3(2) topsoil stockpiles shall be <br />selectively placed on a stable surface area within the permit area, where they will not be disturbed <br />by mining operations and will be protected from wind and water erosion, unnecessary compaction <br />and contamination. Please move the pile, seed it and replace the topsoil identification marker. <br />o TC has placed two Jersey barriers in front of the pile to protect the pile. As this pile has <br />been at this location for many years the Division has reconsidered the necessity of moving <br />the pile. However the identification marker has been knocked down and will need to be <br />replaced. <br /> <br /> <br />Figure 4. Coal <br />moving activities near the topsoil stockpile has encroached on the berm surrounding the topsoil
