July 19, 2016 C-1982-056/Foidel Creek Mine JLE <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 10 of 20 <br /> <br /> The culvert under the access road to the old stocker coal loadout area needs to be cleaned out. <br />o This issue remains outstanding. <br /> The 7 North Escape Shaft (Barricade Chamber) was observed. One maintenance items were <br />noted: On the northwest corner of the pad water is pooling and has created a hole in the <br />embankment of the pad and water is discharging at point along the slope causing some erosion. <br />Also, at the southeast corner of the pad water is flowing off of the pad and causing some minor <br />rilling. In accordance with Rule 4.04, the hole in the northwest corner of the pad needs to be <br />repaired and TC will need to install some additional sediment control devices on the southeast <br />corner of the pad. Also, please conduct repair and stabilization activities on the rills observed. <br />o The hole in the embankment has been repaired and TC had cut a small opening lower on <br />the pad to encourage positive drainage at this location. However the rilling on the <br />southeast corner of the pad was not addressed. These rills will need to be repaired and <br />stabilized. <br /> On the northwest corner of the 5 Main North Borehole pad, several rills were observed and the <br />wattles installed around the base of the pad could use some maintenance. Please repair the rills <br />that have formed and conduct maintenance and/or install new sediment control devices around the <br />base of the pad in accordance with Rule 4.04. <br />o This item was addressed. <br /> On the west side of the 18 Left Ventilation Shaft Pad some wood debris was observed and needs <br />to be disposed of in the non-coal waste storage area at the main facilities in accordance with Rule <br />4.11.4. <br />o This item remains outstanding. <br /> Please install disturbance boundary markers around the access road and topsoil piles adjacent to <br />the 13 LT Outby Utility Borehole in accordance with 4.02.3. <br />o This item remains outstanding. <br /> The disturbance boundary markers need to be re-set along the north and west side of the 16LT <br />Borehole site in accordance with Rule 4.02.3. The markers currently in place are inside of the <br />disturbance area. <br />o This issue was not addressed at the time of the Division’s inspection. However, Brian <br />Watterson sent me several e-mails with photographs on Friday July 22, 2016 of the <br />disturbance boundary markers that have been re-set. The Division will verify this activity <br />was completed during the new inspection. <br /> The mine identification sign located off County Road 37 on the southwest side of the site has been <br />shot. An old sign is in place but the new sign needs to be replaced in accordance with Rule <br />4.02.2. <br />o The old sign does depict the information required by Rule 4.02.2. The Division will <br />consider this issue resolved. <br /> Please replace the topsoil identification sign on the pile southwest of the Fish Creek Borehole pad. <br />o I missed checking this issue during the inspection. However, TC had a contractor on site <br />conducting maintenance and replacing signs and markers throughout the site. The <br />Division will evaluate this issue during the next inspection.
