Colorado Division of Reclamation, Mining and Safety
July 15, 2016
Page 3
Section 4.05.4 (1-4) - Stream Channel Diversion and Channel Reconstruction
1. Please describe how the disturbance associated with the Meehan Draw crossing will be
reclaimed when the crossing structure is removed or cite the appropriate permit section
with the reclamation plan.
Response: A description of how the disturbance associated with the Meehan Draw
crossing will be constructed, maintained and reclaimed when the structure is removed has
been included in Section 2.05.6(2), Fish and Wildlife Plan.
Section 4.05.5 - Sediment Control Measures
1. Two irrigation systems are planned to be installed on the Garvey property to support the
post -mining land use. From Map 2.05.5-1 Post Mining Land Use, it appears that the
irrigation tail water will be directed to sediment ponds NHN-001 and NHN-002. Was the
additional water from the irrigation system considered in the SEDCAD modeling for the
ditches and the ponds?
Response: The additional tailwater from the irrigation system was not considered in the
SEDCAD modeling for sediment ponds NHN-001 and N14N-002.
2. DRMS has not verified the SEDCAD provided in the PR -01 application because some of
the adequacy questions need clarifying. SEDCAD will be verified when the adequacy
questions are answered.
Response: The adequacy questions regarding the SEDCAD modeling for sediment ponds
NHN-001 and NHN-002 have been answered.
Appendix 2.05.4(2)(e)-1
1. On Map 2.05.4(2)(e)-1 it shows the irrigated pasture having 9" risers located on the west
and south boundary of the 18.8 acres. If the sideroll direction of travel is north to south
then only the western boundary of the area needs risers. Are risers being installed on
both the west and south boundaries of the irrigated pasture?
Response: Since the sideroll direction of travel is north to south, Map 2.05.4(2)(e)-1 has
been revised to show risers only along the western boundary of the irrigated pasture area.
2. Map 2.05.4(2)(e)-1 shows the risers for the irrigated pasture are 9" and the text on page
2 of Appendix 2.05.4(2)(e)-1 states the risers are 4". Please clarify the size of the risers
for the 18.8 acre irrigated pasture.
Response: Map 2.05.4(2)(e)-1 has been revised to show 4" risers will be used for the
sideroll on the irrigated pasture area.
3. The text on page 2 of Appendix 2.05.4(2)(e)-1 states that 4" risers will be spaced at 120'
intervals for the side roll irrigation supply line. Many side roll irrigation systems use a
set pattern of 50' intervals (or 3 wheel rotations) and therefore have risers spaced along
AN EQUAL OPPORTUNITY /AFFIRMATIVE ACTION EMPLOYER
A Touchstone Energy' Cooperative ;
