Noxious Weed Control Plan <br />Noxious Weed Control Program <br />This Noxious Weed Control Program (NWCP) is designed to implement the goals and objectives <br />of the State Department of Agriculture's noxious weed control objectives and to comply with the <br />noxious weed control policy of the DBMS. The DRMS and Mined Land Reclamation Board <br />developed a Weed Control policy for operators of hardrock and construction material operations <br />which comply with the State's overall objectives in dealing with noxious weeds. Part of that <br />Policy is attached to this document as a reference for Mine Operations personnel and as the basis <br />for this NWCP. <br />Further, the Weed Control Methods Handbook (The Nature Conservancy, Tu, M., C & J.M. <br />Randall., 2001) has been consulted in the preparation of this NWCP and incorporates the <br />appropriate recommendations. <br />Specifically; "Before embarking on a weed management program, it is important to develop a <br />straightforward rational for the actions you plan to take. We believe this is best accomplished <br />using an adaptive management approach as follows (see Figure 1): (1) establish management <br />goals and objectives for the site; (2) determine which plant species or populations, if any, block <br />or have the potential to block attainment of the management goals and objectives; (3) determine <br />which methods are available to control the weed(s); (4) develop and implement a management <br />plan designed to move conditions toward management goals and objectives; (5) monitor and <br />assess the impacts on goals and objectives; and (6) reevaluate, modify, and start the cycle <br />again."... "focus on what you want in place of the weed rather than simply eliminating the <br />weed." (Weed Control Methods Handbook, The Nature Conservancy. Tu et al. 200 1) <br />Noxious Weed Control Goals and Objectives <br />• To control the spread of List A species and attempt to eradicate. <br />• To control the spread of List B species. <br />• To monitor List C species and take control actions where their spread would inhibit the <br />successful establishment of species necessary to obtain site bond release. <br />• To choose control methods which promote the establishment of plant species in the <br />approved reclamation plan. <br />• To choose control methods which are least offensive to the natural environmental factors, <br />such as air, water, and wildlife. <br />Therefore, the NWCP may consist of the following elements: <br />• Employee education as to the various noxious weeds on the State list. Early <br />identification of the occurrence of a noxious weed on a site makes control less expensive <br />and more effective in the control of the noxious weed species. Accomplish through: <br />
