RPM, Inc. <br />July 11, 2016 <br />Colorado Division of Reclamation, Mining and Safety <br />Attn: Mr. Tim Cazier <br />I313 Sherman St., Rm 216 <br />Denver, CO 80203 <br />RECIWI D <br />JUL 112416 <br />b11fIS10N OF RECLAMAF1OM <br />V�RE: Noxious Weed Control Plan, P2014-016, Hitch Rack Ranch Notice of Intent <br />Dear Mr. Cazier: <br />Attached is a Noxious Weed Control Plan (NWCP) for the Hitch Rack Ranch Notice of Intent (NOI). <br />The NWCP is specific to P2014-016 and should expire with the approval of the 112 Regular Operations <br />application, now under the Division of Reclamation, Mining and Safety's (DRMS) review process. Since <br />a weed control plan is a requirement in the list of exhibits required for a 112 Regular Operations permit <br />application, weed control will be dealt with in the Hitch Rack Ranch 112 Regular Operations permitting <br />process for the entire permitted area. <br />Since an NOI is not a permit, rather a notice of an action, i.e. prospecting, We believe this letter, along <br />with attachments should be sufficient to meet the needs of the DRMS. We therefore request the NWCP <br />be made a part of the P2014-016 NOI official file. <br />Also included with this correspondence are the following documents which verify treatment of common <br />mullein. Also treated were dalmatian toadflax, musk and Canada thistle: <br />• Herbicide Application Data Report <br />* Rocky Mountain Weed Management Invoice <br />• Photographs of weed spraying <br />As you will note, TordonQ was applied and is one of the four herbicides recommended in your April 29, <br />2016 e-maiI to me. <br />We believe the on-site treatment, as documented in die correspondence, and the attached NWCP fulfills <br />the corrective actions as specified in your April 12, 2016 Inspection Report. Please let us know if this is <br />not correct as we will want to revise our submittal as soon as possible. <br />Respectfully, <br />1-1.
