June 21, 2016 C-1994-082/Yoast Mine JHB <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 4 <br /> <br /> Page 4 of 8 <br /> <br />YPM-1-1 is holding up well. Stinging nettle were establishing within this drainage. <br />YPM-3-1and YPM-3-2 were holding up well. No concerns were identified with these drainages. <br />YPM-5-1 was holding up well. <br /> <br />ROADS – Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6): <br /> The main access road from Routt County Road No. 27 was in fair condition, dry and navigable. There <br />were two coyote carcasses hung on the fence next to the gate north of Pond 010 in Section 8. There were sheep in <br />the pasture on the east embankment of Pond 010. <br /> <br />LU3A has held up well. The roadside ditch between EX-2 and YPM-8 is beginning to downcut. Well placed rock <br />check dams would be effective in managing the downcutting. These efforts should be implemented this season. <br /> <br />LU3B is developing some rills on the west side. Water bars would be an effective method of reducing the velocity <br />of the runoff on this stretch. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> The operator stated that they would be conducting reclaimed area vegetation sampling towards the end of <br />July with the intention of applying for Phase II and Phase III bond release. As usual, the Division request to be <br />notified of the areas intended for sampling and dates of sampling. The Division prefers to observe the vegetation <br />condition at the time of sampling, and resolve any potential concerns prior to the sampling efforts. <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> Vegetation establishment throughout the mine site looks good and mostly healthy. This past spring had a <br />good amount of precipitation and snowmelt. While beneficial for the reclamation communities on the reclaimed <br />mine site, the positive moisture year has also been beneficial to weedy species throughout the mine site. <br /> <br />Of specific note: <br /> <br />The outslope of pond 11 has numerous Houndstongue established. This area needs weed control implemented. <br /> <br />The operator should continue efforts to reestablish permanent vegetation on the Pond 010 embankment that was <br />treated for noxious weed control. Eliminating vehicle traffic and livestock access may be necessary to achieve <br />successful vegetation establishment in this area. <br /> <br />The former facility area northwest of pond 010 where the operator sprayed an infestation of Jointed goatgrass <br />needs permanent seedmix established. This area was currently dominated by annuals and Kochia. Reseeding of <br />this area with the approved permanent seed mix and elimination of livestock until vegetation is established is <br />needed. <br />
