June 21, 2016 C-1994-082/Yoast Mine JHB

Number of Partial Inspection this Fiscal Year: 9
Number of Complete Inspections this Fiscal Year: 4

Pond 011 was inspected, and found to be discharging approximately 0.15 on the flume staff gauge.
Effluent was clear. Vegetation on the embankment was good, with the exception of houndstongue on the
embankment. The filter fabric remains at the inlet side of the pond. The Division has previously advised the
operator to remove this fabric. Please remove the fabric and dispose of properly. A pile of rock also remains near
the discharge flume. Final disposition of this rock pile is necessary.

Pond 010 embankment had salt piles strategically placed on top of the embankment. SP, LLC has been actively
trying to control jointed goatgrass on the pond embankment for the past 2 years. Part of the control is to
reestablish permanent vegetative cover on the treated areas. The salt will specifically attract sheep to the areas
being treated. Livestock on this pond embankment will damage the efforts at weed control and perennial species
reestablishment. The sheep should not be drawn to this pond embankment. SP, LLC may need to fence the
embankment to keep the livestock off. Efforts should be made not to drive across the top of the embankment
either. Spread of the goatgrass has been tied to vehicle traffic and the goat grass spread follows the roadways.
Once the permanent vegetation is established on the treated areas, then grazing may resume.

The SP, LLC representative was unaware that sheep were on the property and believed that they may be
unauthorized on the property. Mr. Watterson was going to try to contact the owner of the sheep once we returned
to the office.

Pond 010 was discharging clear effluent. Flow measured approximately 0.14 on the flume.

Pond 11A was holding a cloudy pool of water. The pond was not discharging. Water elevation was approximately
2 feet below the riser. The inlet riser was dry. There was a slow seep at the outlet pipe. SP, LLC needs to locate
source of seep and seal it.

Stock tank ST-1 was holding a pool of slightly cloudy water roughly 3 feet below the discharge elevation. No
problems were noted with ST-1.

Pond 014 was holding a pool of clear water and not discharging. No concerns were identified with pond 014.

Pond 013 was holding a pool of clear water but was not discharging.

Pond 012 was discharging. Flume appears to remain level. Algae in flume needs to be cleaned out in order to get
an accurate discharge rate. The flow was estimated at 0.2 on the staff gauge due to algae in the flume. There is a
patch of Canada thistle becoming established at the pond 012 flume. This patch needs weed control measures.

Pond 12A was holding water. Two elk were swimming in the pond when the pond was observed. Three
additional elk were on the bank next to the pond.

Permanent drainages are holding up well. No problems were noted with Permanent drainage YPM-11.

Culvert EX-4 and Culvert YB-6 were flowing well.
