June 21, 2016 C-1994-082/Yoast Mine JHB <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 4 <br /> <br /> Page 5 of 8 <br /> <br />Topsoil Stockpile I footprint (Map Tab 12 Exhibit 12-1A) has several well established patches of Whitetop and <br />Canada thistle. Weed control efforts need to be implemented on this former topsoil pile. <br /> <br />There were occasional White top patches in the southern extent of the reclaimed area, but most of these were <br />limited. The operator should implement noxious weed control measures on spot areas as identified. <br /> <br />Shrub plot areas were looking healthy. Plots that will be included in phase III bond release within the next two <br />years should have the fences breached (at least open the gate) to allow browsing. Reclaimed areas need to <br />demonstrate that they can support the post mining land use, so exclusion of wildlife from these fenced shrub plots <br />would not achieve that demonstration. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> No new areas of instability were noted that have not been discussed in previous inspections. The small <br />slump southeast of pond 12 has not grown or changed since the Division’s May inspection. <br /> <br />Pond 13 slide has not shown evidence of new movement. Some patches of noxious weeds are beginning to <br />establish on the west exposure of the slide. Weed control efforts need to be implemented. Three piezometers <br />remain on the top of this slide. They will need to be appropriately sealed prior to bond release in this area. <br /> <br />OTHER: <br />An unpermitted hunting blind has been erected at the southern end of the permit area. If this is a permanet <br />structure, it needs to be included in the permit, and shown on a map. The operator had not authorized its <br />construction. The operator left a note in the blind, and will contact the landowner.
