Rule 4.03.2 <br />Rules 4.03.2 deal with the performance requirements for access roads. <br />(1) General Requirements — All general requirements for access roads are discussed starting <br />on page 9 of the proposed Section 2.05.3(3). Description and designs provided for the <br />access road satisfy the requirements of this section. <br />(2) Location — The proposed access road has been designed and placed in an area that is of <br />most stability. Discussions regarding sediment control and minimization of sedimentation <br />and flood have been addressed. <br />(3) Design and Construction — Vertical alignment requirements have been met. The access <br />road grade has been included on Maps 2.05.3(3)-3. There is no section of access road that <br />exceeds 10% grade and no issues regarding horizontal alignment. Width of the access <br />road is shown on Map 2.05.3(3)-3. Typical design cross-sections are included on Map <br />2.05.3(3)-3. The access road is designed to allow for anticipated traffic. Road cut designs <br />are also included in Map 2.05.3(3)-3 under the "typical" section of the map. Road cuts <br />are designed with a range of 2h:ly to 5h:ly which is more conservative than that which is <br />required under this Rule. Embankment typicals are included in Map 2.05.3(3)-3. <br />Embankment layers will be spread and leveled in successive uniform layers not <br />exceeding 12 inches in thickness prior to compaction and be free of all organic material. <br />(4) Drainage — Drainage for access roads are discussed under the access road section starting <br />on page 11 in Section 2.05.3(3). SEDCAD demonstrations for as built ditches, culverts <br />and additional sediment control are found in associated Appendix 2.05.3(3)-1. Additional <br />drainage criteria can be seen on Map 2.05.3(3)-3. <br />(5) Surfacing — Surfacing discussion is included in the access road section beginning on page <br />11 in Section 2.05.3(3). <br />(6) Maintenance — Maintenance discussion is included in the access road section beginning <br />on page 11 in Section 2.05.3(3). <br />(7) Reclamation — Reclamation discussion is included in the access road section beginning <br />on Page 11 in Section 2.05.3(3). <br />All topics and discussions required under Rules 4.03.2 have been met in NHN's PR -01. I have <br />no adequacy questions regarding the above mentioned Rule. <br />Rule 4.03.3 <br />Rules 4.03.3 deal with the performance requirements for light -use roads. <br />
