Rule 4.03.1 <br />Rules 4.03. Ideal with the performance requirements for haul roads. <br />(1) General Requirements — All general requirements for haul roads are discussed starting on <br />page 5 of the proposed Section 2.05.3(3). Description and designs provided for each haul <br />road satisfy the requirements of this section. As noted in Section 2.05(3)(c) of this memo, <br />haul road certifications have not been included with this PR -01 application because the <br />roads have not yet been constructed. However, once the construction of the two haul <br />roads have been completed, NHN must provide certification of the design to ensure <br />construction has been completed as approved in accordance with Rule 4.03.1(1)(d). <br />(2) Location — Haul roads have been designed and placed in areas that are of most stability. <br />Discussions regarding sediment control and minimization of sedimentation and flood <br />have been addressed. <br />(3) Design and Construction — Vertical alignment requirements have been met. Haul road <br />grades for each section has been included on Maps 2.05.3(3)-3. There is no section of <br />haul road that exceeds 10% grade and no issues regarding horizontal alignment. Width of <br />haul roads is shown on Map 2.05.3(3)-3. Typical design cross-sections are included on <br />Map 2.05.3(3)-3. Haul roads are designed to allow for anticipated traffic. Road cut <br />designs are also included in Map 2.05.3(3)-3 under the "typical" section of the map. Road <br />cuts are designed with a range of 2h:ly to 5h:ly which is more conservative than that <br />which is required under this Rule. Embankment typicals are included in Map 2.05.3(3)-3. <br />Embankment layers will be spread and leveled in successive uniform layers not <br />exceeding 12 inches in thickness prior to compaction and be free of all organic material. <br />(4) Drainage — Drainage for haul roads are discussed under the haul road section starting on <br />page 7 in Section 2.05.3(3). SEDCAD demonstrations for as built ditches, culverts and <br />additional sediment control are found in associated Appendix 2.05.3(3)-1. Additional <br />drainage criteria can be seen on Map 2.05.3(3)-3. <br />(5) Surfacing — Surfacing discussion is included in the haul road section beginning on page 8 <br />in Section 2.05.3(3). <br />(6) Maintenance — Maintenance discussion is included in the haul road section beginning on <br />page 8 in Section 2.05.3(3). <br />(7) Reclamation — Reclamation discussion is included in the haul road section beginning on <br />Page 8 in Section 2.05.3(3). <br />All topics and discussions required under Rules 4.03.1 have been met in NHN's PR -01. I have <br />no adequacy questions regarding the above mentioned Rule. <br />
