adjustments to the blasting procedure which should be incorporated into the blasting plan to <br />prevent damage. Copies of the report shall be provided to the person requesting the report and <br />the Division. If the person requesting the survey disagrees with the results of the survey, he or <br />she may notify, in writing, both the permittee and the Division of the specific areas of <br />disagreement. A list of all completed pre -blast surveys on file can be reviewed in Appendix 4.08- <br />2. Copies of the pre -blast survey results will be supplied to the Division within 90 days of <br />completion. <br />4.08.3 Public Notice of Blasting Schedule <br />The blasting program at the WFC operation will involve the detonation of more than five pounds <br />of explosives or blasting agent in all blasts. Therefore, WFC will annually (at least every 12 <br />months) publish a blasting schedule in the local newspaper of general circulation for the area. <br />Copies of the schedule will be distributed by mail to local governments, public utilities, and to <br />residences within one-half mile of the blasting site described in the annual schedule. Copies that <br />are sent to residences will include information advising the owner or resident on how to request a <br />pre -blasting survey. Please see Appendix 4.08-3 for a typical public blasting schedule. <br />In the event that blasting is required that is not on the previously assembled schedule, a revised <br />blasting schedule will be prepared according to Rule 4.08.3(1) and (2). <br />4.08.4 Surface Blasting Requirements <br />All blasting will be conducted between sunrise and sunset at times and at locations defined in the <br />published blasting schedule. <br />Blasting may be conducted between sunset and sunrise if a blast must be delayed due to the <br />occurrence of an unavoidable hazardous condition and cannot be delayed until the next day <br />because a potential safety hazard could result that cannot be adequately mitigated. <br />Similarly, unscheduled blasts would be conducted only where public or operator health and <br />safety so require. Unscheduled or night time blasting will include the following: <br />a. In addition to the required warning signals, oral notices will be provided to all persons <br />within a one-half mile of the blasting site (excluding employees of the mine). <br />b. A complete written report of the unscheduled and/or night time blasting will be filed by <br />WFC with the Division within 3 days of said blasting. The report will include a <br />description in details of the reason(s) why the blasting could not be conducted on <br />schedule and/or during the day. The report will also contain the time the blast was <br />actually conducted, the warning notices given, and a copy of the blast report required by <br />Rule 4.08.5. <br />Section 4.08 Page- 2 - December 2015 (TR -12) <br />
