SECTION 4.08 <br />USE OF EXPLOSIVES <br />4.08 Use of Explosives <br />4.08.1 General Requirements <br />Blasting will be conducted in accordance with all applicable State and Federal laws. The blasting <br />program at the WFC operation will involve the detonation of more than five pounds of <br />explosives thus will be conducted in accordance with Section 4.08.3. All surface blasting <br />operations at the WFC operation will be conducted by experienced, certified, trained and <br />competent persons who understand the hazards involved. Persons responsible for blasting <br />operations at a blasting site shall be familiar with the blasting plan and any site-specific <br />performance standards. The blaster and at least one other person will be present at the firing of a <br />blast. Each person responsible for blasting operations will possess a valid certification in <br />accordance with the appropriate federal and state law. <br />Please see Appendix 4.08-1 for typical blast pattern designs. <br />4.08.2 Pre -Blasting Survey <br />At least 30 days before initiation of blasting, WFC provided written notification to all residents <br />or owners of dwellings or other structures located within one-half mile of the permit area which <br />explained how to request a pre -blasting survey. Please see Map 4.08-1 and Appendix 4.08.2 for a <br />list of dwelling within a half mile of blasting operations. WFC shall offer a pre -blast survey to <br />any resident or owner of a dwelling or structure that is located within one-half mile of any part of <br />the permit area scheduled for surface mining activities. For any owner responding to the pre - <br />blast survey offer, WFC will promptly conduct a pre -blasting survey of the dwelling or structure <br />and promptly submit a report of the survey to DRMS and to the person(s) requesting the survey. <br />If a structure is renovated or added to, subsequent to a pre -blasting survey, then upon request to <br />the Division a survey of such additions and renovations shall be performed in accordance with <br />Rule 4.08.2. <br />The pre -blast survey will determine the condition of the dwelling or structure and document any <br />pre -blasting damage and other physical factors that could reasonably be affected by the blasting. <br />Assessments of structures such as pipes, cables, transmission lines, and wells and other water <br />systems shall be limited to surface conditions and readily available data. Special attention shall <br />be given to the pre -blasting conditions of well and other water systems used for human, animal, <br />or agricultural purposes and to quality of the water. <br />A written report of the survey shall be prepared and signed by the person who conducted the <br />survey.
