WFC gives warning and all -clear signals of different character that are audile within a range of <br />one-half mile of the blast. Individuals within the permit area and individuals who reside or work <br />within one-half mile of the mining area will be notified of the meaning of the signals through <br />appropriate written instructions (formal letter) which will be included with the annual blast <br />schedule. WFC will maintain blasting signs that: <br />1. Conspicuously display signs reading "Blasting Area" along any edge of the blasting area <br />that comes within 50 feet of any road within the permit area or within 100 feet of any <br />public road right of way. <br />2. Conspicuously flag, or post within the blasting area, the immediate vicinity of charged <br />holes. <br />3. Place at all entrances to the permit area from public roads or highways signs which state <br />"Warning! Explosives in Use" which clearly explain the blast warning and all clear <br />signals that are in use and which explain the marking of blast areas and charged holes <br />within the permit area. <br />Access to the blasting site shall be controlled by insuring that the blasting area is clear of all <br />livestock or unauthorized persons and guarding, blocking, or barricading roads leading into the <br />blasting area. The all clear signal shall be given only after the area has been checked to insure <br />that no unusual hazards such as slides or undetonated charges exist and access to or travel <br />through the area can safely resume. <br />WFC will regulate access into the area subject to flyrock from blasting to protect the public and <br />livestock. Fences are in place to keep the public and livestock out of the mining and blasting <br />areas. The permit area is identified by signs restricting entry to authorized personnel only. <br />Immediate access to the area of blasting will be cleared and controlled by qualified mine <br />personnel prior to any blast. Furthermore, WFC will utilize stemming in blast -holes to <br />substantially reduce the occurrence of fly rock. The depth of stemming will be designed such that <br />the fly rock including blasted material traveling along the ground, which may result from <br />blasting operations, shall not be cast from the blasting site more than one-half the distance to the <br />nearest dwelling or other occupied structure, and in no case beyond the area of control or beyond <br />the line of property owned or leased by WFC. WFC uses crushed rock for stemming to control <br />vertical displacement of fly rock. The horizontally displaced spoil however, is allowed to move <br />within the previous pit area and into position against the existing spoil pile. <br />Air blasts will be controlled to not exceed the values specified in Rule 4.08.4(6). WFC will use <br />seismographs to monitor for compliance with the air blasts for each blast that occurs at the site. <br />No blasting at the New Horizon North Mine occurs within 1,000 feet of any building used as a <br />school, church, hospital, or nursing facility.
