James E. Sover <br />Page 2 <br />4/29/2016 <br />Rule 2,03. 10 - Identification of Other Licenses and Permits <br />4. Section 2.8.1 in the permit contains information on the Garfield County special use permits. The <br />information in the text states that the two permits have expired. The text also includes <br />information about a permit for grading that will be required from Garfield County prior to the <br />reclamation work associated with Pond A. Pond A was reclaimed in October and November of <br />2015. Please include information about the permit that was issued for the grading involved <br />with the pond reclamation. <br />5. Section 2.8.3 of the permit includes information about the Colorado Wastewater Discharge <br />Permit issued by the Colorado Department of Public Health and Environment. The reclamation <br />work on Pond A in 2015 reclaimed the sediment pond. Please update the section with current <br />Information about the CDPS Permit issued after the pond was reclaimed. <br />Rule 2.04.4 - Cultural and Historic Resources Information <br />6. The Division received a comment letter from the State Historic Preservation Office (SHPO) dated <br />March 18, 2016. The letter stated that SHPO finds there to be no historic properties that will be <br />affected as a result of the Coal Ridge RN -7. No further action is required by Coal Ridge. A copy <br />of the SHPO letter is attached for your review. <br />Rule 2.04.7 - Hydroloay Description <br />7. The hydrologic information begins in Section 3.3.3 of the permit. The section is up to date and <br />compliant with the Rules. The last remaining pond, Pond A, and the associated ditches were <br />reclaimed in October and November of 2015. Information in the permit about the reclamation <br />work was updated with Technical Revision No. 19 (TR -19). <br />8. A letter was received as a response from the Army Corps of Engineers. Since the mining <br />activities are in the reclamation stage, the mine will not be discharging dredged or fill materials <br />into any water bodies. No action by Coal Ridge is required. The letter is attached with this <br />document for your review. <br />Rule 2.04.11 - Fish and Wildlife Resources Information <br />9. Section 3.6.7 of the Coal Ridge Permit contains the information about fish and wildlife resources. <br />There is also information in this section that documents threatened and endangered species in <br />and adjacent to the Coal Ridge permit area. Please review this information and update if <br />necessary. <br />
