Ranch water supply in the spring fed pond next to the staging area. Groundwater and surface
water are not present at the mine site and there will be no impacts to either the duality or quantity
of existing water resources in the area. The only storm water runoff controls needed for the site
are the water bars to be constructed along the haul roads and a silt barrier to be constructed at the
base of the active mining area. Excess runoff from the area will be captured by the two stock
ponds below the mine site. Because the rock slides and outcrops contain no soil or vegetative
cover, disturbance of the slides and outcrops should cause little increase in sediment to storm
water runoff; however, a silt barrier constructed of straw bales and/or berms will be constructed
to contain excess sediment.
6. Reelarnation Plan (Exhibit E)
The purpose of the reclamation plan is to describe the timing, procedures, and materials that will
be used to reclaim the affected land. The only disturbance to topsoil from Phase I of the
proposed plan is the construction of terraces from the top hogback across the outcrops. Tile
terraces will be about 20 ft wide with 20 fl headwalls sloping at approximately 75°. There is
little to no soil on the slope and because of the steepness of the slope it is not practical to
stockpile the soil. Tile terraces will be reclaimed after mining is complete by covering the flat
portion of each terrace with topsoil from a barrow location yet to be determined. "file terraces
will then be reseeded.
Tile haul road constructed to reach the base of the series of rock slides will be reclaimed after
removal of all loose moss rock and flagstone from allof the slides (Phases I - 3)_ Reclamation
will consist of regrading the road back to the original slope of 1.8 to 1.0 (FIN). This grading is
justifiable based on the fact that the proposed post-mining land use will be the same as the
present land use(rangeland). The backfilled material will be compacted for stability and the top
soil will be replaced and reseeded. Reseeding is discussed in the following paragraph. The
staging area will not be reclaimed after completion of mining as the ranch owner wishes to use
15
i
I
