the process.
Resolved
DRMS Oct 2015 (New): Review of the Grading and Backfilling section of revised page Section
2.05.4 page 4 indicates that Approximately 44,000 cubic yards of material will be placed in the waste
bank. Please describe how this volume of material was determined.
Please describe if this is the same volume of material referred to in Trautner Report section 6.1
Determination of Material Volumes as currently in place or, does this number (44, 000cf) reflect
additional material to be included so that post construction geometry can be established.
GCCE Dec. 2015: As mentioned above, he "earthmoving phase" of the Trautner report referred
to one scenario which called for temporarily moving the coal mine waste from the West Waste
Bank, installing an underdrain system, and replacing the material in 12" — 24" lifts. Instead, the
material was simply moved to the permitted refuse pile and placed as per approved designs.
44,000 cubic yards refers to the designed volume of the West Waste Bank, when it is finally
constructed. Currently, all coal mine waste has been removed from the West Waste Bank area,
the area has been graded per Trautner's recommendations, and preliminary trenches have been
established in preparation for construction of the underdrain system (pending approval of this
TR).
DRMS: This portion of'the comment is resolved.
However, the permit does not appear to address the inspection requirements. Please revise the Mine
Waste Rock Disposal narrative in Section 2.05.3 of the permit to include inspection elements and
frequency for the West Waste Bank.
GCCE Dec. 2015: Although inspection requirements are addressed in 6.5.1 of Trautner's report,
Section 2.05.3 page 3 has been revised to address inspection elements and frequency.
Resolved
Please provide dates of any inspections and any findings and recommendations suggested by Trautner
or other inspector.
GCCE Dec. 2015: Dave Trautner, P.E. performed a pre -construction conference on-site inspection
with Marcia Talvitie of CDRMS, Wayne Dale of Stoner Engineering, and GCC engineering
personnel. This inspection occurred to solidify Division and engineering requirement for the
projects. These requirements were included in the June 29, 2015 Trautner report. As
mentioned previously, there is currently no coal mine waste at the West Waste Bank location
pending approval of TR -20.
Resolved
DRMS Oct 2015: DRMS is in receipt of the 2015 Second Quarter Inspection Report of the King I mine
refuse pile conducted by Stoner Engineering on 29 June 2015. This inspection revealed no issues.
Please provide DRMS the Third Quarter 2015 King 1 refuse pile inspection report.
GCCE Dec. 2015: The Third Quarter 2015 King I refuse pile inspection report has been provided
to the Division via email.
Resolved
DRMS Oct 2015: I have received the 6 July 2025 Quarterly Waste Pile Embankment Inspection
Prepared by: R. Reilley April 2016
File location: M:\ Coal\ rar\ 1MKingCoal\ TR20 Page 7
