Rob Zuber
Page 9
April 20, 2016
CCC requested that the stipulation be re -worded. Again, the requests improve the
clarity of the stipulation. The re -worded stipulation is as follows:
Stipulation 20: A DISCHARGE PERMIT FOR WATER PUMPED FROM THE DEWATERING
WELLS MUST BE IN PLACE, AND A MINOR REVISION TO THE PERMIT SUBMITTED AND
APPROVED BY THE DIVISION TO UPDATE SECTION 2.03.10 OF VOLUME 1 OF THE
PERMIT APPLICATION PACKAGE, BEFORE ANY DISTURBANCE ASSOCIATED WITH THE
COLLOM PIT BOX CUT IS ALLOWED TO OCCUR.
c. The response is sufficient.
d. The response is sufficient.
Rule 2.06.8 — Alluvial Vallev Floors
82. Section 2.06.8 of the PAP discusses operations on areas, or adjacent to areas, including alluvial
valley floors. The text describes a field investigation and technical evaluation of all drainages
containing streams within and adjacent to the permit boundary, including the Collom Gulch,
little Collom Gulch and West Fork of Jubb Creek drainages. The conclusion is that alluvial
materials are present in these drainages, but that they do not meet the definition of Alluvial
Valley Floor.
Please ensure that the discussion in this section is consistent with the areas of Quaternary
Alluvium and Irrigated Land shown on Maps 7A and 1013
This item has not yet been adequately addressed. The reference to Exhibit 7 Item 24 on Map
10B is not sufficient. The map has layers for Area of Quaternary Alluvium (Unconsolidated
Stream -laid Deposits Holding Streams) and Area of Irrigated Land which should be complete for
the area covered by the map.
CCC removed the Quaternary Alluvium layer from Map 10B. Areas of Irrigated land outside
the permit boundary, and areas within the permit boundary that are no longer irrigated were
also removed, with the effect that the entire Area of Irrigated Land layer was removed. This is
satisfactory as long as the map is updated as and when new areas of land are irrigated.
Map 7B was updated to ensure that the Qv layer is complete, and an explanatory note was
added that "Q" means quaternary.
The response is sufficient.
Rule 2.10 — Maps and Plans
83. Map 1013 shows Hydrologic Features and Monitoring Locations. The legend shows a symbol for
"Area of Quaternary Alluvium", and such areas are shown as existing in the Wilson Creek and
Good Spring Creek drainages. None are shown in the west of the proposed permit area.
