March 16, 2016 C-1981-012/New Elk Mine RDZ
The following culverts were clear of sediment(or at least mostly clear)and are as large as the specifications
require: C2, C12A, C21, C30, C34, C46, C48,C72, C73. Culvert C23 is smaller than the specification(24"vs.
30"),but it was clear of sediment.
The following ditches were found to be as large as the specifications require: D15,D28, D30, D32, D34BBB
(location needs adjustment on map).
No problems were seen on the bank between ditch D32 and the river. The river bank below the DWDA2 contains
poor(likely erosive) soil. It is uncertain if this is due to historical disturbance. The Division appreciates any input
from NECC on this question.
The ditch on the west side of the SAE by Topsoil Stockpile#2 requires more armor. The check dam at the bottom
of this channel is functional. It appears that this is D 11,but the map is not clear.
The ditches along the road, west of culvert C2,need to be added to Map 13 and possibly Map 14.
Vince Massarotti has improved Ditch D22 to make it meet the specification of 1.8 feet deep(when a portion of the
road is included as part of the ditch).
Ditch D5 has been improved through the storage yard and shop area. Vince Massarotti deepened the ditch to meet
the specification.
No problems were found with the eastern portion of the clear water ditch above the RDA. This ditch is not labeled
on Map 13,unless it is part of D55. NECC needs to edit the map to show the name of this ditch.
A gully has formed in the un-reclaimed area of the RDA near the conveyor. This gully is directly above the eastern
side ditch and contributes significant sediment to the ditch and Pond 08. (A large amount of this material can be
seen in Pond 08.) An additional sump is recommended here. The existing sumps above the RDA side ditches
appear to contain enough sediment capacity at this time.
The silt fence below the SAE near Pond 007A is intact. Below this BMP,bare soil needs to be monitored closely
for erosion; topsoiling and seeding this area is recommended.
Containment Areas 3 and 4 were inspected, and there was no sign of discharge from either into river. Near
Containment Area 3 there is a great deal of coal residue on the ground; this area is near the conveyor.
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 3
Page 3 of 12
