2015 Annual Reclamation Report Energy Fuels Coal, Inc - Southfield Mine <br />Four (4), or 33 percent, of the twelve shrub and tree seedling plots were also sampled during <br />2006. Plots sampled were: 1B; 2B; 2E; & 3C. The plots are labeled and can be seen on Map 1, <br />Mine Site Reclamation Map. Averages of overall survival of species are as follows: Ponderosa <br />Pine, 87.5%; Rocky Mt Juniper, 74.2%; Skunkbush Sumac, 51.3%; Mountain Mahogany, <br />44%; Pinion Pine, 62.5%. The Rocky Mt Juniper fared best of the plots sampled ranging from <br />66.7% to 100%. Mountain Mahogany had the higher mortality rate of the sites sampled. It was <br />visibly noticeable that the Mountain Mahogany appeared more stressed & suffered more <br />mortality than the other seedling species. With limited precipitation during both years 2011 and <br />2012, the small trees and shrubs were showing signs of stress due to the lack of moisture. <br />In response to the above concern, EFCI submitted Technical Revision No.39 (TR -39) requesting <br />approval to relocate the respective Vegetation Reference Area to an adjacent area on the north <br />side of the mine portal area that offers more compatible aspects with the mine portal area. <br />Following review of the revision request by the Division and acknowledging concerns of <br />respective landowners, it was agreed to combine both the original reference area and the <br />proposed reference area so as to include more aspects of the reference areas for better <br />comparison of the reclaimed portals area. Accordingly, TR -39 was approved in 2013. <br />IME, Inc., sample/monitored the Loadout site during the summer season of 2006. Results of data <br />obtained from the monitoring is included in the Revegetation Monitoring Report for Reclaimed <br />Areas in the section titled "Loadout Reclamation". IME, Inc. also sampled the Loadout during <br />2010 and again in 2013 for Year 9 and 2014 for Year 10 vegetation monitoring requirements. <br />EFCI was scheduled to monitor and collect samples of the vegetation during 2012, which was <br />year 9 of the Ten Year Reclamation Liability Period. However, given the drought conditions <br />experienced during the previous and current year as stated above, EFCI requested approval from <br />the Division, via a letter dated July 30, 2012, to postpone the revegetation study until the <br />following year. The Division approved the request and the vegetation study was postponed until <br />2013. <br />Subsequent to the above, the DRMS ruled that given that EFCI had planted seedling trees/shrubs <br />during May of 2004, 2013 was deemed as being year 9 of the reclamation liability period. <br />In accordance to the above, I.M.E., Inc. collected vegetation samples during July -August 2013 at <br />the mine area, refuse pile area and the Loadout site. The small areas of exemption (SAE'S) were <br />also monitored during the study period. The field work was completed as per regulatory and the <br />permit requirements. <br />During 2014, year 10 of the Ten Year Liability Reclamation Period, I.M.E. also completed the <br />required field work of collecting vegetation samples for the year 10 vegetation monitoring <br />program.
