2015 Annual Reclamation Report Energy Fuels Coal, Inc - Southfield Mine <br />Drill Hole Abandonment and Reclamation <br />EFCI commissioned a field reconnaissance in 2014 to locate, mark, and document all existing <br />boreholes and wells in the Southfield Mine area. In accordance with the approved permit, EFCI <br />was liable for the SR Series (by former Dorchester Coal Co.) and the SF Series (EFCI) of <br />boreholes. All known holes were surveyed, marked, and recorded as to the status or condition of <br />the holes. Any holes that were found to be open and unsealed were scheduled for sealing and <br />reclamation. Approval of Minor Revision No.63, Drill Hole Sealing Procedure, preceded sealing <br />of any open boreholes. <br />During August and September of 2014, fifteen (15) drill holes/boreholes and abandoned <br />dewatering wells were sealed and reclaimed. Appropriate abandonment reports for the <br />sealing/reclamation operation were submitted and are on file with the DRMS. <br />During 2015, EFCI sealed and reclaimed a total of ten (10) drill holes, comprising all remaining <br />open boreholes and monitoring wells. The monitoring wells were sealed after EFCI received <br />approval of Technical Revision No. 43, Terminate Water Monitoring Program. Based on <br />materials submitted with Minor Revision No. 69, all known boreholes are sealed excepting two <br />(2) holes that were requested by the landowner for permanent retention. These wells, MW -65 <br />and SF -87-09, were transferred to the landowner and approved by DWR as monitoring wells. <br />Abandonment reports for all sealed boreholes and wells were submitted to the Division, and, as <br />appropriate, the Division of Water Resources. <br />Monitoring Information <br />During the summer season of 2006, Mr. Kent Crofts of I.M.E., Inc. did an interim revegetation <br />sampling and reporting at the mine site, the refuse pile area and at the Loadout site. Energy Fuels <br />was committed to monitor vegetation during Year 3 (2006) and Year 7 (2010) in the permit <br />document. The vegetation sampling was completed and the respective reports are on file with the <br />Division. Map 1 shows areas of the contemporaneous reclamation plots on the RDA listing <br />progressive dates of seeding and the approximate acreage of each plot. <br />According to the conclusion of the I.M.E. report and as had previously been recommended by <br />the Division, 15 cover transects, 30 production transect and 30 shrub density transects were <br />sampled on each reclaimed site. Comparisons of the various revegetation data required are well <br />detailed in IME's 2006 Monitoring Report. It is IME's opinion that based on their 2006 interim <br />monitoring with respect to woody plant density for the mine portal area and the warm season <br />species diversity, the existing Permit Revegetation Success Standards should be revised due to <br />inconsistency of the original Reference areas for comparing revegetation success. <br />Page 5 <br />
