March 2,2016 C-2009-087/Peabody Sage Creek Mine JLE <br /> EXPLOSIVES—Rule 4.08 <br /> Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br /> The explosives storage area was observed.No problems were noted. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The portal sumps were holding water and were snow and ice covered. <br /> The PECOCO pond was snow and ice covered and appeared to be discharging. <br /> The upper sump was snow and ice covered. The pond was discharging. The embankment was snow covered but <br /> appeared stable. <br /> The lower sump was snow and ice covered. The pond appeared to be discharging and the embankment was stable. <br /> Pond 002 was snow and ice covered and discharging. <br /> Pond 003 was snow and ice covered and was discharging. The embankment was stable. <br /> Pond 004 was inaccessible during the inspection due to the snow conditions. <br /> Stream buffer zone signs were observed delineating the stream buffer zones. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The mine is currently idle,the portals are closed. The coal stored at the site on the upper coal storage area and the <br /> lower coal storage area does not appear to have been affected or disturbed since the last site inspection. <br /> OTHER(SPECIFY): <br /> The following maintenance items were noted during previous Division inspections. Below is an update on their <br /> progress. <br /> PSCM will need to submit an MR to update permit section 2.03.11 of the permit to identify where a public <br /> copy of the permit is located. <br /> o Scott Cowman the former permitting and inspection contact for the PSCM is no longer working <br /> for PSCM. The staff of the Foidel Creek Mine, operated by Twentymile Coal, LLC. is currently <br /> overseeing the site. The parent company of both mines is changing.
