March 2,2016 C-1982-056/Foidel Creek Mine JLE <br /> Road at the 104+00 station and the 9 East Gate Road at 88+50 station in the Wolf Creek Reserve. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> A seep of Acetone was observed during the last Division inspection near the coal stockpile and reclaim tunnel that <br /> feeds the train loadout. Further analysis of the seep material identified several other compounds within the seep <br /> material such as phenol compounds,heterocyclic organic compounds and other compounds. TC sent the Division <br /> an analysis of this material on February 18,2016. TC is continuing to evaluate the reason for the development of <br /> the seep as the cause is unknown. The Division observed each of the coal stockpiles during this inspection and <br /> hot-spots/coal fires were not observed and no seeps were noted. TC continues to monitor the stockpiles for seep <br /> development. A berm is in place at the base of the coal stockpile where the seep was originally observed by TC. <br /> TC had collected the seep materials in sealed containers and has them stored in a waste storage area. Previously, <br /> according to Mr.Watterson,the material was to be hauled to the Milner Landfill,but TC is now considering <br /> placing this material on the refuse pile. I explained to Mr. Watterson that this material must not be placed on the <br /> refuse pile. In accordance with Rule 2.05.3(8)the Division has evaluated and approved the disposal of coal refuse <br /> based on samples of the refuse to be placed on the pile. The impact of placing the seep material on the refuse has <br /> not been approved or analyzed by the Division as is required by Rule 2.05.3(8). As the source and reason for the <br /> seep is still unknown,the Division believes Rule 4.11.4(3) applies and that this material should not be <br /> incorporated and or placed on the refuse pile. <br /> Figure 3.
