Reclaimed portal area, looking west across Vento property <br />Section 2.05.4 of the PAP defines the revegetation success standards in accordance with Rules 4.15.8 <br />and 4.15.10. Herbaceous cover will be considered successful when herbaceous cover on the <br />reclaimed area is greater than or equal to 90 percent of the herbaceous cover from the acreage - <br />weighted value from the reference areas. <br />The cover values discussed below includes all annual or biennial species less any noxious weed <br />species. <br />The plant cover for the reference areas associated with the mine area was 27.44 percent in 2013. The <br />plant cover measured on the reclaimed mine areas was 45.59 percent, which significantly exceeds the <br />value determined from the applicable reference areas. The reclaimed mine areas were considered <br />successful for cover for 2013. <br />The 2013 cover measured on the loadout was 21.00 percent. 2013 allowable cover measured on the <br />reclaimed loadout area was 26.00 percent. The loadout was successful for cover in 2013. <br />In addition to cover, other success standards are discussed below for Phase III observations. <br />ALLUVIAL VALLEY FLOOR <br />There is an alluvial valley floor adjacent to Oak Creek, on the west side of the loadout. The PAP <br />(Section 2.06.8, Exhibit 14, and Exhibit 24) indicates that the surface coal mining and reclamation <br />operations will be conducted to preserve the essential hydrologic functions of alluvial valley floors <br />outside the permit area and to reestablish the essential hydrologic functions of alluvial valley floors <br />Southfield Mine SL -03 Page 17 of 21 February 23, 2016 <br />
