Transect <br />locations were determined randomly in accordance with the approved sampling methodology. <br />Although ancillary areas, such as reclaimed rock dust tank, South Fan, explosives area, and topsoil <br />stockpile footprints did not have any sample transects fall in their boundaries, these areas were <br />included in the potential sample universe. <br />The loadout reference area consists of a grassland community located adjacent to Fremont County <br />Road 72 and adjacent to the loadout area. The originally approved loadout reference area was <br />disturbed by a third party. EFCI established a new reference area for the loadout with Technical <br />Revision 41 (approved November 19, 2014). <br />Three reference areas are located at the mine site. These three reference areas consist of the <br />grassland reference area, the "old "portal reference area (representing a Ponderosa/Pinyon/Juniper <br />community), and the "new" portal reference area (representing a Pinyon/Juniper community and <br />approved in 2013 with Technical Revision 39). EFCI was approved to apply weighted averages of <br />the reference areas to reclamation success determination in accordance with Rule 4.15.7(4)(d). <br />Per the 2013 and 2014 data, EFCI met or exceeded the reclamation success standard for cover for all <br />reclaimed areas.
