Reilley, DRMS January 2016 <br />Document Location: Document Location: M\\Coal\rar\MidTermReviews Page 2 <br />Rule: 4.05-13(3)(b) Surface and Ground Water Monitoring <br />This is a review of the surface water related sections of the Rule 4.05.13(3)(b) and <br />includes the protocols for monitoring requirements upon cessation of mining. <br />The surface water monitoring required by this rule has been adequately provided <br />in: <br />o Annual Hydrology Report for October 2013 through September 2014 <br />o The Proposed Decision and Finding of Compliance for Roadside Portals SL -08 <br />(October 2015) <br />The above referenced documents adequately address the requirements of this rule <br />by providing information on continued monitoring after cessation of underground <br />mining and requested reduction of monitoring and deletion of monitoring sites. <br />The SL 8 Findings document includes a discussion monitoring sites (SWGS 01, <br />CDPS points 001, 002, 015 and 016; subsidence and associated impacts to water <br />quality and quantity. NPDES monitoring is conducted under permits CO -0027146. <br />The applicant will conduct monitoring of Outfall 016 in a manner approved by the <br />Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv) and can be <br />found in under Tab 18 of the permit application, as Surface Water Monitoring Plan. <br />All monitoring stations have been discontinued with the exception of those stations <br />listed below. <br />Monitoring Station <br />Status <br />USGS 09095500 <br />Represents Colorado River up gradient <br />of mine <br />Outfall 016 <br />Weekly and monthly water quality <br />Mine inflow studies were last reported in 1999, and all mine portals have been <br />sealed. Seep monitoring was discontinued as per DRMS approval of TR50 in July <br />2006. Reasons for withholding certain areas for bond release due to hydrologic <br />concerns where adequately discussed in the Findings Document referenced above. <br />To date the Annual Hydrologic Report (AHR) and water quality monitoring has <br />demonstrated no impacts to the hydrologic balance in the permit or adjacent <br />areas. <br />The Division reviewed the surface water monitoring plan as part of this TR. The <br />monitoring plan appears adequate to monitor for the development of impacts, if <br />any should develop. <br />
