January 11, 2016 C-1982-056/Foidel Creek Mine JLE <br />o According to Mr. Watterson, he is gathering the data needed for the abandonment reports and will <br />be submitting it very soon. <br />• The ditch along haul road C near the railway crossing has been cleaned and rock checks have been <br />installed. The culvert from the repaired roadside ditch under the railway tracks is 3/4 full of sediment and <br />should be cleaned out. <br />o The outlet of this culvert appears partially plugged. TC attempted to repair this after the last site <br />inspection. However; according to Mr. Watterson, they were unable to clean this culvert with <br />conventional methods. Given the culverts proximity to Foidel Creek and that it runs under the rail <br />road, TC is working with a contractor who they believe can repair the culvert without damaging <br />the rail line and without sending a large amount of sediment into Foidel Creek. TC is actively <br />coordinating this repair. <br />• The culvert on the south side of the rail spur near the loadout is about %2 full on the inlet side and should <br />be cleaned out. The water discharging from the culvert has created a fairly large cut in the embankment. <br />This issue was discussed with Mr. Watterson and he indicated that they would place some rock at the <br />discharging end of the culvert to help stabilize the area. <br />o This item remains outstanding and will need to be addressed. <br />• CRDA Topsoil Stockpile, Please place erosion control waddles downslope of the topsoil stockpiles <br />adjacent to the road and the pad area. Also, the topsoil stockpiled adjacent to the road will need to be <br />shaped into a more stable configurations and topsoil identification markers will need to be placed on the <br />pile adjacent to the road. Once the new stockpile has been constructed it will also need to be marked with <br />a topsoil identification marker. <br />o Given the snow conditions the new CRDA topsoil stockpile was inaccessible. According to Mr. <br />Watterson, erosion control waddles had been installed. Given the deep snow conditions these <br />waddles were not visible. When the snow conditions allow, the Division will re-evaluate this <br />item. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The original waste pile was snow covered but appeared stable. Waste was actively being stockpiled on the south <br />end of the CRDA within the waste pile area. TC was not actively stripping topsoil within the CRDA area at the <br />time of the inspection. The underdrain has not been extended since the last site inspection. The face of the CRDA <br />expansion area was snow covered but appeared stable. <br />ROADS — Rule 4.03; Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The roads around the main mine facility were covered with compacted snow but were generally plowed. Access <br />roads to the clay stockpile area and the new CRDA topsoil stockpile area were not plowed and these areas were <br />inaccessible. <br />SUPPORT FACILITIES - Rule 4.04: <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 4 of 9 <br />
