January 11, 2016 C-1982-056/Foidel Creek Mine JLE <br />The 16LT Borehole pad was inaccessible due to the snow. The access road had not been plowed. <br />The Western Mining District Stabilization Borehole Site was snow covered. <br />The 18 Left Borehole pad area was observed. The site was snow covered. The sediment ponds were snow <br />covered but did not appear to be discharging. The topsoil stockpile appeared stable. <br />The l ORT Pad area was observed. No problems were noted. <br />The 13 Left Outby Gate Road Borehole site was observed. TC has upgraded the existing access road and <br />constructed the new access road. The borehole has not been drilled. Topsoil has been stripped from the road area <br />and the borehole pad. Several large topsoil stockpiles have been constructed adjacent to the access road and have <br />been surrounded with straw waddles. The topsoil stockpile adjacent to the borehole pad has been placed on the <br />north east side of the pad instead of the north west side of the pad as was approved. This issue was discussed with <br />Brian Watterson and Jerry Nettleton. Also the upslope diversion ditch has not been installed. TC must complete <br />the following: <br />• TC must submit a minor revision to update Exhibit 49DD Figure F-1 and Map 46DD-F1 of the permit to <br />depict the topsoil stockpile locations as they have changed from what was approved. <br />• Install the upslope diversion ditch. <br />The 5MN Pipeline has been constructed and installed. The pipeline area was covered with snow and could not be <br />observed. However it appears TC has completed installing the 10' diameter corrugated metal manholes. <br />The 5MN cement borehole site was observed. This site was snow covered but appeared stable. <br />The 6MN vent shaft site was observed. TC was dropping gravel down a borehole to the mine at the time of the <br />inspection. <br />The Fish Creek Tipple site was inaccessible. The road to the site was not plowed. <br />The BOB pile was not actively being worked at the time of the inspection and the surrounding facilities were snow <br />covered. <br />The portal area was observed, no problems were noted.
