December 28, 2015 C-1981-035/King Coal Mine RAR <br />A partial inspection of the King Coal Mine was conducted by Harry Ranney, of the DRMS on Monday, 28 December <br />2015. Skies were clear, and temperatures reached the high 20 -F's. There had been snow the week before and most of <br />the surface facilities were covered with a good amount of snow. This was an aerial inspection of the King I and II <br />surface facilities. <br />PERMITTING UPDATE: <br />TR -20 Coal Mine Waste for Highwall Backfill <br />o On June 9, 2015, the Division issued a supplemental adequacy item, requesting that GCC develop a sampling <br />plan for further analysis of the acid and toxic forming potential of coal mine waste. A sampling protocol was <br />submitted to DRMS. GCC submitted both an addequacy review 42 and suppplement initial response, and DRMS <br />reviewed and submitted additional adequacy questions to GCC on 2 November 2015. GCC submitted responses to <br />DRMS for adequacy review 93 on 28 December 2015. A request for extension of the decision date to 31 January <br />2016 has been made. <br />TR -24 Midterm Review Response <br />o The Division issued an adequacy review on 14 June 2015. On 14 July the Division received a response to the <br />June 2015 letter addressing unresolved adequacy items. The Division reviewed this submittal, sent additional <br />adequacy questions to GCC on 26 October 2015. DRMS is in the process of reviewing GCC's adequacy response of <br />30 November 2015. The decision date has been extended to 31 January 2016. <br />TR -25 Surface Water Hydrology <br />o This revision was received 6 July 2015 and found complete on 10 July 2015. DRMS fond the application <br />adequate and on 17 December 2015 issued a proposed decision. <br />TR -26 Surface and Groud Water Monitoring <br />o The division received TR 26 on 22 October 2015, found it complete on 29 October 2015. DRMS sent adequacy <br />questions to GCC in November of 2015. Decision date is 31 January 2016. <br />INSPECTION.• <br />ROADS Rule 4.03 <br />Construction 4.03.1(3) 14.03.2(3); Drainage 4.03.1(4)14.03.2(4); Surfacing and Maintenance 4.03.1(5) and (6) I <br />4.03.2(5) and (6); Reclamation 4.03.1(7)14.03.2(7) <br />o Roads in and around the facilities area were snowpacked and appeared stable, in good condition and no <br />fugitive dust was being generated. The main haul road at King II was snowpacked and appeared good condition. <br />SUPPORT FACILITIES- Rule 4.04: <br />o Volumes of coal at both stack tubes (#1 and #2) appeared to be contained in the designated areas. <br />o There were a number of haul trucks waiting to be loaded with coal. <br />HYDROLOGIC BALANCE- Rule 4.05 <br />Drainage Control4.05.11 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage - Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />o After the recent snow the King I and II sediment ponds were covered with snow and if they held any water <br />were not discharging. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 4 of 9 <br />
