December 28, 2015 C-1981-035/King Coal Mine RAR <br />INSPECTION.• <br />U10711 "Aw"Mri E "I <br />Construction 4.03.1(3) 14.03.2(3); Drainage 4.03.1(4) 14.03.2(4); Surfacing and Maintenance 4.03.1(5) and (6) I <br />4.03.2(5) and (6); Reclamation 4.03.1(7)14.03.2(7) <br />• Roads in and around the facilities area were snowpacked and appeared stable, in good condition and no <br />fugitive dust was being generated. The main haul road at King II was snowpacked and appeared in good condition. <br />SUPPORT FACILITIES- Rule 4.04: <br />o Volumes of coal at both stack tubes (#1 and #2) appeared to be contained in the designated areas. <br />o There were a number of haul trucks waiting for loading with coal. <br />HYDROLOGIC BALANCE- Rule 4.05 <br />Drainage Control4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage - Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />After the recent snow the King I and II sediment ponds were covered with snow and if they held <br />any water, were not discharging. <br />The Clear Water Ditch at King I appeared free of debris. The ditch appeared dry at the time of inspection. <br />Hydrologic structures appeared to be functioning adequately. <br />TOPSOIL - Rule 4.06 <br />Removal4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />• At King II, the topsoil pile adjacent to the King II sediment pond and the main topsoil stockpile <br />behind the stack tubes appeared stable and adequately protected from erosion by wind and water. <br />EXCESS SPOIL and DEVELOPMENT WASTE - Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />• There was no evidence of recent activity related to compaction and grading of material at the King I <br />refuse pile. <br />AIR RESOURCE PROTECTION- Rule 4.17 <br />o Numerous trucks were travelling up and down the main King II haul road or were waiting to be loaded. <br />There did not appear to be any dust being generated. <br />FISH and WILDLIFE- Rule 4.18 <br />o Wildlife frequent the site and tracks were visible near the King II sediment pond and adjacent forest. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 9 <br />
