The application would be approved with a <br /> commitment stating that a liner or slurry wall design, specifications, and quality <br /> assurance plan would be submitted as a technical revision and the revision would <br /> be approved prior to the exposure of ground water in the pit. <br /> Please Note: The guidelines provide for the use of a Technical Revision for purposes of <br /> finalizing liner specifications. <br /> USE (as stated in the original permit application): <br /> The lands comprising the Western Sugar Project are zoned I-3 Industrial, and <br /> the permit application primary use (check one) reflected this use. The <br /> application went on to clarify the mixed use potentials and intent of the planned <br /> reclamation under the permit, and included plans to line the resulting basins as <br /> part of`Developed Water Resources.' Additional commentary in Exhibits G and <br /> L, respectively, serve to further clarify the intent. <br /> From Exhibit E: <br /> All affected lands remaining above the anticipated final water <br /> level of the basins, and not otherwise occupied by existing or <br /> planned mixed uses, will be re-vegetated with the approved seed <br /> mixture(s) for general agriculture. Since the existing pasture <br /> comprised predominantly of weeds is being replaced <br /> predominantly with native grasses, the target for release of <br /> revegetated lands is based upon the establishment of a <br /> stabilizing cover of predominantly native vegetation whose foliar <br /> umbrella equals or exceeds 20 percent of the total area of the <br /> ground as measured three inches above the native soil on a <br /> square meter basis for typical areas of reclaimed cover achieved <br /> within five years subsequent to the completion of all extraction <br /> activities. <br /> Mixed use(s), other than general agriculture will occur and may <br /> include, but are not limited to: the retention of existing <br /> structures as desired (e.g., processing facilities and plant(s), <br /> concrete batch plant, asphalt batch plants, recycling facilities and <br /> related operations, shop, scale-house/office, and supporting <br /> facilities (fuel depots, parking areas, oil and gas facilities access, <br /> Varra Companies, Inc.
