2.05.4(2)(h) Air Quality <br />Air quality control was accomplished by sprinkling all road, or other affected areas from <br />which fugitive dust will occur with water or hard -surfaced. There were no stack <br />emissions from coal burning; and coal conveyor, washer plants and crushers were <br />covered and/or wetted to prevent coal dust and/or fines from being emitted into the air. <br />Refer to 2.05.6, Mitigation of the Impacts. <br />2.05.4(3) Completed Reclamation <br />North Pit Reclamation <br />Coal stripping occurred at this location during the operation of the Carbon Junction Mine. <br />Pre -reclamation disturbance consisted of the exposed sandstone layer forming the base of <br />the coal seam that was mined, a relatively flat bench area, and adjacent downspoiled fill <br />below the bench. <br />Reclamation of the North Pit involved the following tasks undertaken between May and <br />August 2006: <br />1) Returned downspoiled fill from the slope below to the North Pit bench area. <br />Downspoiled material was used to partially backfill the bench area and sandstone scarp. <br />A large tracked excavator was employed for this task, sited on an intermediate bench <br />below the main bench. <br />2) Moved the recovered spoiled fill material to the base of the bench adjacent to the <br />sandstone at the inside edge of the bench using the tracked excavator. <br />3) Moved boulders and cobble material from the bench area to the inside edge of the <br />bench prior to backfilling. This was undertaken with a bulldozer and tracked excavator. <br />4) Loaded and hauled needed fill from the Permanently Reclaimed Spoils Area below the <br />North Pit. Backfilling left a 30 foot wide bench with the North Pit backfilled against the <br />sandstone scarp to a grade of 3H:1 V (see Cross -Section Map). This task was <br />accomplished with tracked excavator and articulated dump truck team. <br />5) Regraded the North Pit bench fill to final contour with a bulldozer and motor grader. <br />6) Loaded and hauled topsoil from Topsoil Stockpile #2, covering the entire North Pit <br />bench fill area and downslope area with eight to twelve inches of topsoil. <br />7) Regraded and spread the topsoil. <br />8) Seeded and mulched the North Pit area as described in the revegetation plan. <br />Abridged Permit Document 5-13 Permit Revision PROI 9/2014 <br />
