Species Composition <br />The species composition revegetation success standard was derived from quantitative <br />sampling of the approved reference area, and represents the significant species <br />contributing to the composition of the reference area, based on seasonality, lifeform, and <br />origin. <br />Species composition and a demonstration of the adequacy of the seasonal nature and <br />support of the post -mining land use of the reclaimed area vegetation will be successful <br />when there are three or more perennial or hi .nni l plant species of which two are cool <br />season perennial grasses and one is a perennial forb. No one component of the above <br />four species should comprise greater than 45% relative cover nor less than 2% relative <br />cover, during a given year's quantitative sampling. Species composition data will be <br />derived from quantitative relative vegetation cover information collected by species or <br />quantitative herbaceous production data collected by species. Plant species listed as <br />noxious by the Colorado Department of Agriculture (species on CDA Noxious Weed List <br />A or B) may not be considered in the evaluation of species composition success. <br />Secondary Post -Mining Land Use: Industrial, Commercial, Residential, Recreation <br />Should the surface landowner implement the above land uses prior to conclusion of the <br />ten-year liability period as defined, the following criterion for evaluation of revegetation <br />success will be vegetation cover, demonstrating stabilization of the land surface and <br />minimization of actual or potential erosion. This vegetation cover must be sufficient to <br />control erosion. Based on sampling at other mines sites in the area and the pre -mining <br />vegetation studies, a revegetation cover standard was established. <br />The sole revegetation success criterion for the Carbon Junction Mine for the post -mining <br />land uses of industrial, commercial, residential, and/or recreation will be total live <br />vegetation cover. Vegetation cover of the reclaimed area will be considered successful, <br />and to have met the final revegetation success criterion when total vegetation cover is 40 <br />percent with 90 percent statistical confidence (single -tailed test). <br />Reference Area Management <br />The dryland pasture reference area will receive the same management as reclaimed and <br />revegetated areas of the Carbon Junction Mine. The reference area is not proposed to be <br />fenced (nor is it currently fenced), so as to allow both livestock and wildlife to freely <br />access and utilize the area. OEI will monitor and control undesirable weed and pest <br />species in the same manner as employed for reclaimed and revegetated areas at the <br />Carbon Junction Mine site. <br />Abridged Permit Document 5-11 Permit Revision PR01 9/2014 <br />
