In the mid -1990's, the Carbon Junction Mine (and OEI property <br />of Ewing Mesa) were slated for commercial, industrial, residential, and recreational <br />development, and the post -mining land use was changed to reflect those goals and land <br />uses. As noted above, while the post -mining land uses changed, the level of final <br />reclamation and revegetation undertaken during final reclamation (2006-2009) employed <br />standards and measures adequate and sufficient to satisfy any and all post -mining land <br />uses of the property. The current primary post -mining land use is dryland pasture with <br />secondary post -mining land uses of industrial and commercial, recreation, and residential. <br />With the change to the primary post -mining land use of dryland pasture, Oakridge Energy <br />needed to establish revegetation criteria for evaluating revegetation success for the <br />dryland pasture post -mining land use. In consultation with CDRMS, an undisturbed area, <br />adjacent to the reclaimed mine site, that was representative of the range in native <br />vegetation communities as well as the post -mining land use vegetation was selected. <br />This area comprises approximately 1.7 acres above the reclaimed area and contains a <br />mixture of pasture grasses, mountain shrub, and pinyon juniper vegetation communities. <br />The quantitative sampling and characterization of the dryland pasture reference area is <br />contained in the 2014 summary report in Appendix 5-14. <br />Primary Post -Mining Land Use: Dryland Pasture <br />The following will be the revegetation success criteria for the Carbon Junction Mine <br />where the post -mining land use is dryland pasture: <br />Vegetation Cover <br />Vegetation cover of the reclaimed area will be successful when total live vegetation cover <br />is equal to or greater than 90 percent of the total herbaceous vegetation cover of the <br />approved reference area with 90 percent statistical confidence. <br />Herbaceous Production <br />Herbaceous production (defined as current year above -ground biomass of herbaceous <br />vegetation) of the reclaimed area will be successful when total herbaceous production is <br />equal to or greater than 90 percent of the total herbaceous production of the approved <br />reference area percent with 90 percent statistical confidence. <br />Woody Plant Density <br />There shall be no woody plant density revegetation success standard pursuant to the <br />request of the surface landowner that woody plants not be actively re-established on the <br />reclaimed areas of the Carbon Junction Mine. <br />Abridged Permit Document 5-10 Permit Revision PRO1 9/2014 <br />
