2.05.3 Operation Plan - Permit Area <br />2.05.3(1) Production Methods and Equipment <br />The Carbon Junction Mine was planned as a steeply dipping seam open pit mining <br />operation, extracting one thick coal seam above a competent sandstone base. Trucks and <br />shovels (including a backhoe) were used to conduct overburden extraction and coal <br />removal. <br />2.05.3(2) Operation Description <br />No further coal mining will occur at the Carbon Junction Mine under this permit. The <br />mine has been reclaimed. Remaining activities will be limited to those necessary to <br />monitor reclamation. <br />2.05.3(3) Mine Facilities <br />The surface landowner requested and obtained approval for the retention of several <br />features for use after final reclamation of the Carbon Junction Mine. These features <br />include; the Main Access Road into the coal permit area, the North [Pit] Road, the <br />Firewood Road, IOB Road, the Boundary Road, the Topsoil Road, the SE Pasture Road, <br />the Secondary Drainage, Topsoil Stockpiles #4 and 97, and Colorado Division of Water <br />Resources permitted wells PW1 and 95-1 (depicted on the Post -Mining Reclamation <br />Features Map 5-8). Sediment control structures were removed after a demonstration of <br />erosion minimization attainment as provided for in the CDRMS liability and bond release <br />criteria. The following information is retained for historical documentation and <br />perspective and to demonstrate regulatory compliance where applicable. <br />Mine Support Facilities <br />The Mine Plan and Carbon Junction Mine Disturbed Area Maps (Maps 5-2 and 5-7) <br />show the former location of all of the anticipated or actual mine facilities and each <br />structure is labeled according to its intended former use. All facilities have been removed <br />from the mine site or reclaimed. Each facility was designed to be mobile or portable. No <br />permanent facilities were constructed. <br />Prior to construction of the facilities, all topsoil was salvaged and stored (see 2.05.3(5) <br />and Map 5-1). The facilities were located and constructed according to the particular <br />specifications for that structure. There are no specific design criteria for the particular <br />structures other than criteria assigned in designing the sediment control system and the <br />air pollution control measures, both of which are described in this section. <br />Existing Facilities <br />There were no regulated existing structures on-site prior to mining and as a result, there <br />are no compliance plans, or designs which are required by this section. <br />Abridged Permit Document 5-2 Permit Revision PROI 9/2014 <br />
