Roads, Conveyors, and Rail Systems <br />One haul road from the pit to the staging area as shown on Map 5-1 has been constructed. <br />The haul road described below has been designed to comply with the design specification <br />of Rule 4.03.1. The road is approximately 4,000 feet long and the overall grade is five <br />percent (5%). <br />Haul road specifications are contained in Appendix 5-1 which includes profiles and other <br />specifications such as width, gradient, surface specifications, cut and fill information and <br />culvert and ditch information. Specific discussions on the care and maintenance of the <br />outslopes of the haul road have also been described in Appendix 5-1. Road designs have <br />been reviewed and certified by a registered professional engineer as set forth in Appendix <br />5-1. Oakridge's haul road has been designed to ensure that the construction, maintenance <br />and post -mining conditions of the haul road into and across the site will control erosion, <br />siltation and the pollution of water entering and leaving the area which the road will <br />cross. The slopes and culverts of the road were designed and are maintained in such a <br />way to prevent additional contributions of suspended solids to run off outside the permit <br />area. In addition, there are no alternative design criteria or specifications other than the <br />proposed culvert spacing which deviates from the criteria set forth in Rule 4.03.1. <br />A section of the haul road crosses over the box cut spoil area which filled a section of <br />Carbon Junction Canyon within the permit area. The watershed above this area is less <br />than one square mile. There are no fords of ephemeral streams. No steep slope cuts are <br />involved with the subject haul road. <br />The surfacing of the haul road has been described in Appendix 5-1. Initially, a layer of <br />bedrock was established for the haul road and covered with crushed rock and gravel <br />according to the schematic in Appendix 5-1. <br />The haul road is maintained with graders and other equipment necessary to provide <br />smooth, adequate surface for the hauling of coal from the pit area to the staging area. <br />The haul road, access roads, and light use roads (including, but not limited to the road to <br />former well B 10) will remain as a permanent access to the property after mining has been <br />completed. Letters to that effect from the landowner have been enclosed in Appendix 5-1 <br />authorizing the subject roads to remain after mining and reclamation for the post mining <br />land use. <br />2.05.3(4) Ponds, Impoundments and Diversions <br />The sediment control system was reclaimed in accordance with the reclamation plan in <br />November -December 2008 and April -May 2009. Carbon Junction Canyon has been <br />reconstructed to flow through a new permanent diversion.
