All topics and discussions required under Rule 2.05.3(3)(c) have been met in Foidel Creek's <br />PAP. I have no adequacy questions regarding the above mentioned Rule. <br />Rule 4.03.1(1)-(5) <br />Rules 4.03.1(1)-(5) deals with the performance requirements required under the Rules for haul <br />roads. <br />(1) General Requirements — All general requirements for haul roads are discussed starting on <br />page 2.05-66 of Foidel's PAP. Description and designs provided for each haul road <br />satisfy the requirements of this section. <br />(2) Location — Haul roads have been designed and placed in areas that are of most stability. <br />Discussions regarding sediment control and minimization of sedimentation and flood <br />have been addressed. <br />(3) Design and Construction — Vertical alignment requirements have been met. Haul road <br />grades for each section has been included on Map 30. There is only one section of haul <br />road (Haulroad A) that exceeds 10% grade. The length of this section is less than 100 feet <br />and is allowed under Rule 4.03.1(3)(iii). There are no issues regarding horizontal <br />alignment of each haul road section. Width of each haul road is discussed within the <br />general description section and typical cross-sections are included on Map 30. Haul roads <br />are designed to allow for anticipated traffic. Road cut designs are included in Map 30 <br />which includes typicals. Road cuts are designed with a 2h: Iv which is more conservative <br />than that which is required under this Rule. Embankment typicals are included in Map 30. <br />Fill sections are to be comprised of compacted road fill material with a design slope of <br />2h: lv. <br />(4) Drainage - Drainage for haul roads are discussed under the haul road section of Foidel's <br />PAP starting on page 2.05-74.2 and with more detail in Exhibit 8. Exhibit 8 details and <br />designs for sediment control, associated culverts and runoff control with proper <br />SEDCAD demonstrations. <br />(5) Surfacing — Surfacing of haul roads is discussed on page 2.05-67 and is compliance with <br />the associated Rule. <br />(6) Maintenance — Maintenance discussion is included in the haul road section beginning on <br />page 2.05-67. <br />(7) Reclamation — Reclamation discussion is included with each individual haul road section <br />in Foidel's PAP. <br />All topics and discussions required under Rules 4.03.1(1)-(5) have been met in Foidel Creek's <br />PAP. I have no adequacy questions regarding the above mentioned Rule. <br />4.03.2(1)-(5) <br />(1) General Requirements — All general requirements for access roads are discussed starting <br />on page 2.05-73 of Foidel's PAP. Descriptions and designs provided for each access road <br />satisfy the requirements of this section. <br />
