COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />November 16, 2015 <br />Interoffice Memo <br />Foidel Creek (Permit No. C-1982-056) <br />Midterm No. 7 (MT -07) <br />I have reviewed Foidel Creek Mine's PAP to ensure the following Rules have been satisfied as <br />part of the Midterm No. 7 review process. <br />Rule 2.05.3(3)(c) <br />2.05.3(3)(c) requires a description of each road, conveyor, or rail system to be constructed, used, <br />or maintained within the proposed permit area. <br />General description of conveyor systems used on site begin on page 2.05-24. This includes the <br />Run of Mine, Overland as well as temporary conveyors which have yet to be built. Additional <br />details of conveyors which covers Rules 2.05.3(3)(c)(i) — (vii) can be located at Exhibit 49x and <br />49x -fl; Figure 19; with locations on Map 24. <br />Rail road general discussion begins in the PAP on page 2.05.35. Additional details can be found <br />with Figure 1 I and Figure 11B. <br />Road discussions in Foidel's PAP is broken into three sections — haul roads, access roads and <br />light use roads. Discussions for the mines haul roads begin on page 2.05-66, access roads on <br />page 2.05-73 and light use roads on page 2.05-74.2. Related maps, exhibits and figures are Maps <br />24, 26 and 30; Exhibits 8, 25(a) — (z), and 48. Please refer to Sections 4.03.1(1)-(5), 4.03.2(1)-(5) <br />and 4.03.3(1)-(5) of this review for additional details regarding roads. <br />Certification of all existing haul roads were located within Foidel Creek's PAP. <br />• Access Haul Road — Exhibit 25 and Map 30 <br />• Refuse Haul Road — Exhibit 26C and Map 30 <br />• Haul Road A, B and C — Exhibit 25b and Map 30. <br />Access roads are not required to certified by a professional engineer unless alternatives to the <br />design criteria and specifications of 4.03.2(3) are approved and utilized.
