The Applicant has not specified whether revegetation of the site would be accomplished by <br />drill or broadcast seeding. Given the steep slopes on the site, the Division assumes that the <br />site would be broadcast seeded. The financial warranty will reflect the cost to broadcast seed <br />the site, unless the Applicant informs the Division of an alternate seeding method. <br />6. The Applicant has stated portions of the affected area will require jute netting due to steep <br />slopes. Please specify the total area (in acres) requiring jute netting so that the Division may <br />accurately calculate the required financial warranty. <br />7. The Applicant has stated that hay mulch will be applied to the reclaimed areas. The <br />Applicant did not specify an application rate. The Division recommends applying hay mulch <br />at a rate to 2 tons per acre. Please respond. <br />8. As required by Rule 6.3.4(1)(c)(vi), please describe how the mulch will be crimped in the <br />areas where jute netting is not applied. <br />9. The attachment labeled Existing Disturbances states there is a partially collapsed discovery <br />shaft which will be reclaimed. Please specify if the discovery shaft is located within the <br />proposed permit boundary. If the discovery shaft is located within the permit boundary, then <br />it must be depicted on the Mining Plan Map. If the Operator intends on reclaiming the shaft <br />as a part of the mining operation, then it must be within the permit boundary. Also, the <br />Applicant should note that the reclamation of the discovery shaft under this permit will place <br />it under the jurisdiction of the Division. In order to reclaim the shaft, the Division will need <br />additional detail about the shaft including, the specific location, dimensions and a detailed <br />explanation of how the shaft will be reclaimed. In addition, the Division will have to include <br />this component of the Reclamation Plan in the financial warranty calculation. Alternately, the <br />Applicant may remove this component of the Reclamation Plan from further consideration. <br />Landowners do not need Division approval to reclaim historic mine features if they are not <br />within the boundaries of a permitted mining operation, provided that there is not a mining <br />related component to the reclamation work. <br />10. The Applicant has stated that hay bales will be placed below the processing area and within <br />the dry gulch which is adjacent to the processing area. The hay bales should remain in place <br />until such time as vegetation is established on the reclaimed areas. Please provide a plan for <br />removing the sediment control facilities as required by Rule 6.3.4(1)(e). <br />11. The Reclamation Plan Map states that roads and side berms will be will be left before <br />dispersing topsoil and replanting. Please provide a description of the side berms. What is the <br />purpose of the side berms? What are the dimensions the side berms? What is the source of <br />the material for the side berms? Will the side berms be graded during final reclamation? If <br />
