November 3, 2015 C-1981-035/King Coal Mine RAR <br />TR -26 Surface and Groud Water Monitoring <br />o The division received TR 26 on 22 October 2015, found it complete on 29 October 2015 and is in the process <br />of determining adequacy. Decision date is 28 December 2015. <br />INSPECTION: <br />SIGNS AND MARKERS Rule 4.02 <br />o Mine site identification sign inside the entrance to the facility from County Road was intact displaying all <br />required information: operator name, address, phone number and permit number. Permit Boundary and surface <br />disturbance markers identified during this inspection were installed as required throughout the areas visited and <br />appeared in good repair. <br />o Topsoil stockpiles observed were clearly marked with identifying signs. <br />ROADS Rule 4.03 <br />Construction 4.03.1(3) 14.03.2(3); Drainage 4.03.1(4) 14.03.2(4); Surfacing and Maintenance 4.03.1(5) and (6) I <br />4.03.2(5) and (6); Reclamation 4.03.1(7) 14.03.2(7) <br />o All roads in and around the facilities area were stable, in good condition and demonstrated positive drainage. <br />The main haul road at King II was in good condition. <br />SUPPORT FACILITIES- Rule 4.04: <br />o Volumes of coal at both stack tubes (91 and 92) were contained in the designated areas. <br />o There were a number of haul trucks waiting to be loaded with coal and some trucks were loaded during the <br />inspection. <br />o The conveyor was operating and coal was emerging from the stack tubes. <br />HYDROLOGIC BALANCE- Rule 4.05 <br />Drainage Control4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage - Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />o After the recent rains the King I and II sediment ponds held water and were not discharging. The primary and <br />emergency spillways were clear. All pond slopes at King I and King II exhibited well established vegetation. <br />o The East and West Clear Water Ditchs at King II and the Clear Water Ditch at King I were free of debris, <br />adequately rip rapped and appeared to be functioning correctly. Neither ditch was transmitting water at the time of <br />inspection. However, due to significant rains earlier in the week recent transmission of water was evident. <br />Observed hydrologic structures, culverts and ditches appeared to be functioning adequately. <br />Cleanout level indicators at both King I and II ponds were clearly visible. <br />TOPSOIL - Rule 4.06 <br />Removal4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />o At King II, the topsoil pile adjacent to the King II sediment pond and the main topsoil stockpile behind the <br />stack tubes were well vegetated, appeared stable and protected from erosion by wind and water. <br />EXCESS SPOIL and DEVELOPMENT WASTE - Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 9 <br />
